Second Phase To Focus On Intergration Of All Reforms, Services Under One Umbrella Body

Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today set in motion the Second Generation Governance Reforms, integrating all governance reforms, citizen services under one umbrella body.Reviewing the implementation of Reform in various departments including police, revenue, local bodies, transport etc, Mr. Badal said that after stabilizing the system of Governance Reforms in various departments, time has come for integrating of these services under one umbrella body, so that all citizen services whether rural or urban were accessible to the common citizens from a single computer terminal. He said that backend database of all services would be made compatible with each other, integrated and put on a central server. Mr. Badal said that presently various departments were working separately to implement the Governance Reforms and provide citizen services to the people. The Revenue Department has setup Fard Kendras, District Administrations have set up Suwidha Kendras and Police Department has setup SAANJH Kendras and there was no integration in the services of these departments. He said that Punjab Government has decided to setup ‘Cyber Kiosks’ in every Urban Ward and every Village that would be directly connected to centralized server. He said that a citizen approaching that cyber kiosk all services urban or rural from the single terminal would be provided.

Asking the Revenue Department to put the project of Online Registrations of Urban Properties on fast track, Mr. Badal said that his purpose was to provide world class services to the buyer of properties. He was informed that 161 Fard Kendras out of 167 have been operationlised and copy of record is given to the applicant on the spot. He said that 12683 villages out of 13001 have been made live through Fard Kendras, Mr. Badal said that he would like to have third party audit of services being provided by the Fard Kendras and other reforms department to check the authenticity claims being made by the various departments. 

Sanctioning 300 more SAANJH Kendras of police department, Mr. Badal said that presently 280 Police SAANJH Kendras were working and he asked the police department to opertionalise 300 more SAANJH Kendras within six months. He said that the experiment of SAANJH Kendras has attracted the worldwide attraction and different states were approaching Punjab to replicate this example in their states. He asked the Police Department to have a separate cadre of staff working in SAANJH Kendras so that they should have their distinct identity, different from the police.

Expressing satisfaction over implementation of Governance Reforms, Mr. Badal said that we have to launch a multimedia campaign to educate them regarding timelines of various services so that they should take these services in time bound matter as a matter of right.Prominent amongst those present in the meeting included Dr. Parmod Kumar, Chairman Governance Reforms Commission, Mr. S.C. Aggarwal, Chairman Right To Service Commission, Mr. Rakesh Singh, Chief Secretary, Punjab, Mr. C.S Roul, Secretary Governance Reforms and Principal Secretaries of all concerned departments.
