DDC Chairperson reviews progress of works under District Development Plan

A meeting of the District Development Council, Kathua was today held under the Chairmanship of Mahan Singh (DDC Chairperson) to review the progress of works under the District Development Plan/ District Capex budget for the year 2021-22 and Area Development Fund in the district.Deputy Commissioner, Kathua Rahul Yadav; Vice Chairman DDC Raghunandan Singh; Chairpersons of BDCs, DDC members and officers of line departments were present in the review meeting. The meeting took work wise review of different sectors including PWD( R&B), PHE, PDD, Minor Irrigation, Elementary Education, Secondary Education, Youth Services and Sports, Health, Urban development, RDD,  besides works undertaken by different executing agencies under DDC, BDC and PRI grants.It was apprised in the meeting that  a total of 2897 works have been approved for the district under Capex budget for current fiscal year, of which 2106 works have been accorded and  1843 works have been tendered besides 294 works have been allotted for execution. The chair was also informed about the status of works taken up by agriculture, horticulture, animal husbandry, social welfare, soil conservation, floriculture, under DDC, BDC and PRI grants which include construction of new assets besides purchase of equipments for smooth functioning of health and other public services.

While discussing the drinking water scenario in the district, the Deputy Commissioner, Rahul Yadav said that 39 Water Supply Schemes under District Capex Budget are under implementation and at different stages. He added that under Jal Jeevan Mission (JJM) the DPRs prepared by Village Paani Samitis in all 257 Panchayats will be completed by 10 October followed by the tendering process within given timeline. 

On timely payment of MGNREGA wages, the DC disclosed that the district has recorded 81% of MGNREGA payments within a timeline of fifteen days. He also directed field functionaries of the Rural Development Department to achieve 100% disbursement of payments within prescribed time of fifteen days.The DDC Chairperson, Mahan Singh laid thrust on the need to speed up the execution of the works to provide early benefit to the public. He appealed to PRI members to work in tandem with Officers of the concerned department to resolve bottlenecks and other barriers, if  any. He also called upon the officers and PRIs to personally monitor the quality of work so that people get durable assets.The meeting also discussed the issue related to Minor minerals, procurement mandis, PMAY etc as projected by the members of the DDC.Vice Chairperson, Raghunandan Singh impressed upon the PRIs to work in close liaison with the departments to facilitate completion of works within given time limits.Earlier, Deputy Commissioner, Kathua Rahul Yadav threw light on central government initiatives of Unique Land Parcel Identification Number (ULPIN) and SWAMITVA. He said the ULPIN is for making land record databases whereas the SWAMITVA is a Central Sector Scheme of the Ministry of Panchayati Raj that aims to provide property rights to the residents of rural inhabited areas. It aims to demarcate inhabited lands in rural areas through the latest surveying drone technology. The scheme will pave the way for using the property as a financial asset by villagers for taking loans and other financial benefits, like in urban areas, he added.The meeting was also briefed about the E-Shram portal by ALC Kathua Brijnesh Kumari.The meeting was attended by ADDC Kathua Puneet Sharma, CPO Kathua Uttam Singh, ACD Kathua Sohan Lal, Executive Engineers of PWD, PHE, PDD, Irrigation, PMGSY, AD FCSCA and other district officers.
