Government committed for Development of Rural Areas: Dr shehnaz

Dr shehnaz Ganai H.L.C today organised  Awami Darbar at village Azamabad in Mandi at Poonch. M.L.C was accompanied by the District officers like Additional District Development Commissioner, Xen P.H.E ,Een P.D.D, District Horticulture officer, District Agriculture Officer, A.E.E( PMGSY), Naib Tehsildar .The villagers put forth their demands and problems being faced by them. She said that Govt under the dynamic Leadership is committed for the development and uplifment of far flung areas of the state. She said that it is the step towards that direction that the Awami Darbar is being held at the remote village so that the problems of the villagers are addressed at village level. Sh said that our Chief minister is committed for creating an environment where the governance is provided at the doorsteps. She said that the people are the main source of power and in a democratic setup leadership lies in the hands of people and every decision has to be taken as per the aspirations of the people. She asked the officers, to develop a mindset of work culture where people participation and involvement is made essential in the development process.

She said that this government headed by Sh Omar Abdullah is committed to giving the powers to common man, The Govt has given full powers to general public to question all government departments about their performance and functions. "A common man has been entrusted with the power to question the government on its every action or commission under the Right to Information Act and get answers to his quires", she said adding that by this initiative entire government has been brought under full public scanner.

Today women have been given 33% reservation in halqa panchayat level and soon 33% reservation will be for women at block level, and the  bill regarding the same has already been introduced in the Legislative Council by her during the recent budget session. There are various initiatives lauched by the Govt like providing Rs 30000/- as relief for the marriage of BPL girls, like constituting the state mission authority for women which would take the steps to improve the women socially and economically in the state. Govt will soon be coming up with strong law for crime against women,  and one can see that the Govt headed by Chief Minister is concerned about the women folk and its empowerment.

By introducing the Public Service Guarantee act the Departments are supposed to provide the services to general public in a time bound manner and thereby an initiative to corruption free governance at grass root level. "Panches and Sarpanches should not only stick to financial powers alone but exercise the powers they have been given to check the functioning of primary schools, anganwari centres, CAPD ration depots and other similar activities having direct impact on the life of people," she added.She said transfer of powers to panchayats is the exact goal of this Government. “We want to make you powerful enough to perform your role beyond the rural development area,” she said.

She said that the hilly State like Jammu and Kashmir cannot be run from the Secretariat and decentralization of powers and involvement of public representatives in the governance at grass roots is imperative to ensure equitable and holistic development of all the regions and sub-regions of the state which forms basic objective of this Government.While referring to the demand put forth by the villagers she said that she will take up the matter with the govt for construction of a community hall, in the village, also she directed the officers to prepare the project for creation of a recreational park in Tehsil Mandi.
