Directs DCs to identify eligible beneficiaries for Central Schemes

Principal Secretary Animal, Sheep Husbandry and Fisheries, Dr. Asgar Hassan Samoon today reviewed the status of various Mega Projects, Centrally Sponsored Schemes, and  Beneficiary Oriented Schemes of livestock and allied sectors here at a meeting.The meeting was attended by Directors Animal Husbandry Jammu/Kashmir, Directors Sheep  Husbandry Jammu/Kashmir, Director Fisheries, Joint Director Resources, Finance Department, Joint Director Poultry Jammu/Kashmir, besides representatives of Housing and  Urban Development Department, Tourism Department, Revenue Department, Divisional Commissioner Jammu, and representatives of other allied and concerned departments.All  the Deputy Commissioners of Jammu and Kashmir Divisions, District Lead Managers and other concerned participated in the meeting through video conferencing.The meeting  took a review of the physical as well as financial progress, pending of Utilization Certificates of Centrally Sponsored Schemes (CSS)-National Livestock Mission, Blue Revolution  etc. The meeting also held a detailed discussion on the list of beneficiaries by concerned deputy commissioners of special projects besides beneficiary oriented schemes, mega  projects, status of land transfer of Mega Projects like Aquarium at Chandpura, Centre of Excellence Fisheries Institute Kokernag, status of implementation of NABARD Projects like  Sheep Breeding Farm Khimber, Poultry Breeding Farm Nagrota, and Cattle Breeding Farm Chatha.Speaking on the occasion, the Principal Secretary directed the concerned  deputy commissioners to identify the beneficiaries for the CSS and beneficiary oriented schemes viz Diary units, Poultry, Fisheries Pounds, low cost houses for fishermen etc.

Dr Samoon also asked NABARD to take up the matter of pending cases with Animal Husbandry and Dairy, Government of India to release additional subsidy by the Dairy  Entrepreneurship Development Scheme (DEDS) cases pending with different banks.The Principal Secretary impressed upon the officers of Animal/Sheep Husbandry and other  allied departments to focus more on schemes while setting targets to achieve double production and famers’ income by year 2024. He said that Animal Husbandry Department is  conducting a baseline survey in dairy sector in J&K through National Diary Development Board (NDDB) to assess the present status of the sector and to plan a concrete action to  achieve the goal of doubling of milk production in J&K.He also asked the officers to finish the respective DPRs of the mega projects and submit them with the concerned  departments so that projects would be taken up at the earliest. He directed the concerned DCs to clear the backlog cases of beneficiary oriented schemes by March next year so  that the schemes would get desired results of productivity and employment generation.
