A panel discussion is held on topic 'Good Governance and Public Policy: Issues & Challenges at IAS & Allied Services Training Centre, Punjabi University, Patiala. Among the eminent panellists were Sh. Kumar Amit, IAS, Deputy Commissioner, Patiala, Bikramjit Singh Bhullar, President, Bar Association, Dr. Manish Sirhindi, Principal Correspondent, Times of India. Dr. B.S. Ghuman, V.C., Punjabi University, Patiala was the Guest on Honour and Dr. Ramanjit Kaur Johal, Prof. & Head, Deptt. of Public Administration, Punjab University, Chandigarh, acted as a moderator in the discussion.Welcoming the panellists, Dr. B.S. Bhuman highlighted the relevance of topic and traced back to time when United Nation first coined the term Good Governance. He said that Good Governance is participatory, consensus-oriented, accountable, transparent, responsive, inclusive & follow the rule of law. Dr. Ghuman said that people want government to be present on all fronts at all times but very conviently forgets their role in society building. He said that India do not lack in term of resources, but the country needs new and innovative ideas to improve the conditions at ground. Dr. Ghuman stressed that people must become hungry for information from various departments of the governments to improve their lives. Sh. Kumar Amit, IAS, Deputy Commissioner, Patiala talked about the diversity of India and challenges being faced by both urban & rural population. He stressed on people's participation in various developmental projects. He said that a good administrator must take quick decisions keeping in mind the ground conditions. He said that criticism should be taken as positive reaction as it improves the decision-making. The Deputy Commissioner highlighted the principle of right man at right job with clearly defined responsibilities.Dr. Manish Sirhindi said that good governance starts with collective good of the entire community. He stressed on the immense important role played by media in raising issues concerned with public welfare.Focusing on the role of Judiciary the President of Bar Association, Sh. Bikramjit Singh Bhullar said that it is judiciary that always keep an check on decisions which are not in public interest. The Moderator of the Panel discussion, Dr. Johal very well co-ordinated the whole exercise and systematically allowed the young students sitting in audience to discuss various relevant issues. She said that any government can not take things unilaterally, without asking the citizens.Dr. Amar Inder Singh, Director, IAS & Allied Services Training Centre thanked all the esteemed panellists and said that governing a country as big as India is really challenging and never in past the state happened to be so answerable to its citizens as of today.
