EOCs essential to mitigate natural disaster damage : Secy DMRR

Directs to expedite work for setting up of Jammu EOC centre

Secretary Disaster Management, Relief, Rehabilitation and Reconstruction, Talat Parvaiz today said that Emergency Operation Centers (EOCs) are an essential centralized mechanism for incident response, which is instrumental for successfully carrying out rescue operations at times of natural calamities.He said this during his site visit to identify the land for construction of Emergency Operation Centre (EOC) at Sidhra Jammu here today.DGM JKPCC, SDM, Deputy Commandant 2nd Battalion, Tehsildar Jammu, besides Disaster professionals and other officers were present on the occasion.Secretary said that EOCs will collect, gather and analyze data and make decisions to protect life and property and disseminate those decisions to all concerned agencies and individuals; be its rescue operations, emergency hospital services or operation of response team working.Officers present on the occasion informed the Secretary that the EOC centres will be equipped with modern machinery which will help in mitigating the effects of natural hazards, besides response teams will be able to operate from here at times of emergency during forest fire dozing, flood, earthquake or any natural calamity.On the occasion, the Secretary said that Jammu EOC centre will work round the clock to monitor alerts which will be received from weather forecasts or other seismic movements and same will be disseminated further through the computer decision support system. 

After assessing the impending alerts, danger, our constituted team will be prepared and ready beforehand to reduce the loss of life and property.Besides, the centre will become a knowledge repository system for all such disaster and history of disasters which will be helpful in formulating future decisions and planning to execute measures building disaster resistant structures, he added.He said the centre will also work on capacity building among artisans and common masses to sensitize them to shun the practice of non-engineered and conventional practice of house making.He directed officers to speed up the land acquisition process for early completion of the project and asked officers to make DPR for the same.Later, the Secretary inaugurated maiden one day awareness camp on Skill Development for Kashmiri migrant youth being organized by the Relief and Rehabilitation department in coordination with National Skill Development Commission of India and other line departments including Lead Banks, Nabard, JKEDI, Industries and Commerce Department, Technical Education Department, Handloom, Nilet, Rural Livelihood Mission at Jagti Township.At the camp, all line departments presented their schemes to promote sustainable and equitable prosperity through effective support to entrepreneurs and ventures.Secretary said, to encourage the self-employment among Kashmiri migrants, 9000 youth are being targeted for entrepreneurship through various schemes and skill imparting agencies including JKEDI, MSME, Standup India and others.Relief Commissioner, ML Raina, DC Relief, KK Sidha, Assistant Commissioner, Atam Dev Singh and other officers were present on the occasion.
