Calls for affective implementation of various flagship programmes

The Department Related Standing Committee (DRSC-II) of Jammu and Kashmir Legislative Council today reviewed the functioning of RDD & Social Welfare Department in two separate meetings held here under the Chairmanship of MLC, Naresh Kumar Gupta.Legislators, Sajjad Ahmad Kichloo, Sofi Yousuf, Firdous Ahmad Tak and Sham Lal Bhagat attended the meetings and contributed with valuable suggestions to make the functioning of the Committee more vibrant and result oriented.In the meeting of RDD, the Committee had detailed discussion on the issues related to the budget allotment, expenditure under state, CSS, including FC-13 and FC-14, MGNREGA, IAY, Swachh Bharat Mission, PMS Flood Package during the years 2015-16, 2016-17, 2017-18.The other issues which were discussed prominently included, liabilities created under MGN REGA, present status of manpower available with the Self-Help Groups, employment genera ted, amount spent for the purpose.The Committee laid stress on streamlining the functioning and affective steps by the department to implement all components of the schemes to achieve the objective of these flagship programmes of the Government of India. The Committee observed that all these schemes are formulated for the welfare of poor people and to ensure holistic development in the rural areas and their affective monitoring is must to achieve desired results as envisaged in the spirit of schemes. The Committee also directed the concerned to give wide publicity to the government schemes so that the needy population come forward to avail the benefits of such programmes.The Committee directed the concerned authorities to prepare a detailed power point presentation on the achievements relating to various components of schemes in its next meeting to discuss the overall scenario of the department.

The Committee also sought detailed report on the mechanism adopted for identification of sanitation toilet points with role of Block Development Officers and Block Level Workers on this account.Directors Rural Development, Kashmir/Jammu, Gazanfar Ali and R.K. Bhat briefed the Committee about the functioning and replied to the queries raised by the Members.The Committee also held threadbare discussion on the functioning of the Social Welfare Department and called for strict implementation of all Central Sponsored programmes in letter and spirit so that their benefits percolate down to the targeted populace.The Committee sought details on the budget allotment under state plan and flagship programme being launched in the state during the year 2015-16, 2016-17, 2017-18.  It also discussed the procedure being adopted for procurement and distribution of nutrition to ICDS with number of existing ICDS centres actually functioning and proposal for new creation besides nutrition to pregnant women and nursing.The Committee also reviewed financial assistance and residential facilities extended to women in distress including pension amount paid, liability and expenditure incurred under ST, SC, OBC, Scholarship and BetiBachaoBetiPadhao scheme.The issues related to the functioning of hostel and residential facilities extended to Orphans, Bal Ashrams, NariNiketans, houses for elderly people as social security by NGO’s also discussed prominently. It also reviews functioning of various Commissions, expenditure incurred on these and steps being taken to make these more result oriented.Commissioner/Secretary Social Welfare, Sajjad Ahmed Khan briefed the Committee about the functioning of the Departmenty and achievements under various schemes. He informed that as many as 20 centrally sponsored schemes are being implemented by the department in the state for the welfare of the people, including destitute.Officers of RDD, SWD and Council Secretariat were present in the meetings.
