Minister for Health and Medical Education, Mr Bali Bhagat today informed the Legislative Assembly that the Government has established the Regional Institute of Health and Family Welfare (RIHFW) at Dhobiwan Tangmarg to provide in-house training to doctors, paramedical staff and other personnel working in all National Health Programmes like National Vector Borne Disease Control Programme, National Programme for Control of Blindness, Revised National Tuberculosis Control Programme, National Mental Health Programme, National Leprosy Eradication Programme etc. Replying to a question by Mr Mohammad Abbas Wani, the Minister said that there is sufficient building infrastructure in the institution and presently there is no proposal for its up-gradation as a Nursing College. He further said that a state-of-art Kashmir Skill and Simulation Centre (KSSC) has been established at Regional Institute of Health and Family Welfare (RIHFW) at Dhobiwan Tangmarg to enhance the skills and competencies of health personnel (doctors and paramedics and other supportive staff) by formulating and conducting training programmes including Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), Emergency Room Trauma Course (ERTC), Obstetric Skills Training and other based on modern simulation methodology, he added.
The Minister in reply to other clubbed question by Hakeem Mohammad Yasin Shah told that there is no shortage of diagnostic equipments and paramedic staff in PHCs of Rayar, Hardpanzoo, Shamasabad, Arigam and Waterrehail. He further said that USG and X-Ray machines are available and functional at SDH Kremshore and SDH Khansahib, while in addition to that the department will provide X-Ray and USG for Kralnewa, Chumujroo and Kachwari PHCs during the next financial year subject to availability of funds. Minister for PHE, Irrigation & Flood Control today informed the Legislative Assembly that six Water Supply Schemes (WSS) have been taken up in Nowshera constituency under different programmes at an estimated cost of Rs 10.15 crore, of which two have been completed and made functional during the current financial year while rest are under progress. He said amount of Rs 3.2 crore has been spent on these works till December 2017Replying to a Question by Ravinder Raina, the Minister informed that another WSS namely Seri Sayal (Nowshera) is an on-going scheme under NABARD which was taken up during the current year. He said the loan component to the tune of Rs 45.26 lakh was also released recently.
“Chawarian Charangal (Sunderbani) scheme has also been formulated at an estimated cost of Rs. 2.46 crore which shall be sponsored under NABAERD loan assistance under enhanced ceiling, said the Minister” the Minister said.About status of Rajal Gravity Canal in Nowshera, the Minister said that it is an on-going project approved at an estimated cost of Rs 17.50 crore. He said that the work on the canal project was started during 2006-07. A cumulative expenditure to the tune of Rs. 17.49 crore was incurred on the project till March 2017.
The Minister further informed that the project cost of the project was readjusted at Rs 24.92 as per the revised DPR envisaging the construction of additional length. The remaining work shall be completed under the revised DPR, he added. Replying to supplementary part, the Minister said several Lift Irrigation Schemes (LIS) schemes have also been taken up in the constituency. “LIC Chajja has been completed and made functional in 2016-17 at an estimated cost of Rs. 99 lakh. Likewise LIS Thandapani has also been completed and made functional. The LIS Thumba Nehoti which started in 2003-04 at an estimated cost of Rs. 2.10 crore under AIBP has also been made partially functional and the remaining portion shall be constructed out of the funds available under cost overrun schemes” the Minister informed adding that the LIS Siot which was earlier made functional and catered to the demand of the farmers, has been rendered non-functional for want of renovation of machinery. He said the same will be made functional soon as the funds for the purpose are available.
Likewise, work on LIS Likki Talla was taken up in 2011-12 at an amount of Rs 50.25 lakh and some components of civil works were executed and completed in 2014-15. The electro Mechanical Component is yet to be installed because of washing away of approach road during 2014 floods. The approach road will be constructed by the Rural Development Department and the machinery will be installed and scheme made functional accordingly, said the Minister.Abdul Majid Bhat Larmi raised supplementary Question and drew the attention of the Minister towards the slow progress of on-going schemes in his constituency. He called for arranging adequate funds for their timely completion.
Work on Rs 1.70 cr WSS apace to augment water supply to Bal-Brakpora Meanwhile the Minister said that a new scheme Karewa Brakpora is being executed under Source Sustainability Programme (NRDWP) to augment the water supply to the habitations under the scope of Bal-Brakpora. The scheme was started in 2011-12 at estimated cost of Rs. 1.70 crore and Rs 98 lakh stand incurred on the construction of different components, The Minister said. He said Bal-Brakpora, located at a higher contour, is presently getting water supply from WSS Peerpora Brakpora which has outlived its design period lowring the supply level. Replying to a Question by Gulzar Ahmed Wani, the Minister said that there was no separate scheme for Bal Brakpora, but Kralpora Brakora is an ongoing scheme at an estimate cost of Rs. 1.90 crore under NRDWP against which an amount of Rs. 60.79 lakh has been utilized, said the Minister.
