29599 Anganwari Centres functional in JK : Asiea Naqash

Minister for Social Welfare Asiea Naqash today informed the Legislative Council that there are 29599 Anganwari centres operational in the state.Responding to a question raised by MLC Ashok Khajuria, the Minister said that the Anganwari Centres are run by 1366 Supervisors, 29599 Anganwari Workers and 29599 Anganwari helpers. She further informed that there is no adhoc or contractual post sanctioned for ICDS centre.She informed that the demand for increase of remuneration of Anganwari Workers and Helpers is under examination of the department. She said the government has already put in place a mechanism whereby 50 per cent posts of supervisors have been kept for regularization of AWWs as per the existing recruitment rules.Giving details, she said 25 percent selection is done through departmental selection/promotion Committee from amongst Anganwari workers who have rendered their services for atleast five years and 25 per cent is done by selection through Departmental Selection/Promotion Committee from amongst Matriculate Anganwari workers with atleast 10 years service.

 Inclusion of villages in RBA category  The Minister further informed the House that the Jammu and Kashmir State Commission for Backward Classes is examining the representations of the villages for their inclusion in Reserved Backward Areas.Responding to a question raised by MLC Saif-Ud-Din Bhat, Ms Asiea Naqash informed that the demand for inclusion of villages including Shamsabad, Sail Lassipora, Churmujroo and CC Pora in RBA category is under process in consultation with the Commission.The Minister informed that the pleas of Dreygam, Kremshora, Parnewa, Falchal Kandoora, Danchan and Pharthan have been rejected owing to the non-fulfillment of required eligibility criteria prescribed for the purpose.However, she said the Commission has not received representations   from Zanigam, Utterpora and Kanigund villages.PHH, NPHH beneficiaries getting 5 kg per soul food-grains under NFSA: Zulfkar Ali  Minister for Food, Civil Supplies and Consumer Affairs and Tribal Affairs Choudhary Zulfkar Ali   informed the house that five kg food grains per soul is being provided under PHH and NPHH category under   National Food Security Act (NFSA), while as 35 kg per RT is being provided in case of AAY category at highly subsidized rates.Replying to a question raised by MLC Choudhary Vikram Randhawa, the Minister said that before NFSA, the ration was being provided in Jammu/Kashmir Division as per census 2001 at the scale of 35 kg per RT viz. APL, BPL and AAY.

He further informed that the annual expenditure borne by the State includes cost price of Rs. 69790.60 lakh in 2014-15, Rs 80283.17 lakh in 2015-16, Rs 74089.47 lakh in 2016-17 and Rs 41697.08 lakh in 2017-18.He added that the annual expenditure on handling charges include Rs 24975.96 lakh in 2014-15, Rs 27313 lakh in 2015-16, 20338.77 lakh in 2016-17 and Rs. 8352.44 lakh in 2017-18 .Rs 1.95 cr Dringla Bayadi road project submitted for NABARD funding: NaeemMinister for Public Works, Naeem Akhtar said that the project for construction of Dringla Bayadi road has been forwarded to the Planning Development and Monitoring Department (PDMD) for NABARD funding under RIDF-XXIII 2017-18.He said the proposed road project is estimated to involve an expenditure of Rs 195.43 lakh.The Minister was replying to a question raised by MLC Javid Ahmed Mirchal.
