DC Kargil reviews winter preparedness, availability of essentials, snow clearance plan

Deputy Commissioner and Chief Executive Officer, LAHDC, Kargil Haji Gulzar Hussain reviewed the position of winter stocking of the essentials besides advance measures and preparedness for snow clearance during the winter season on the vital road links in the district at a meeting here today.The DC took stock of the availability of food grains, LPG, Petrol, Diesel, Kerosene oil, besides availability of medicines in the district. The meeting was informed that 100% stocking of food grains and medicines has been completed in the district. It was given out that requisite manpower and machinery have been kept in full readiness to meet any eventuality during winter months besides a joint control room at district headquarter has been established to ensure round-the-clock monitoring and action mechanism.The officers of Mechanical Division informed the meeting that snow clearance machines have been kept in full readiness for timely snow clearance operations at the district headquarters as well as rural areas. Moreover, 100% quota of ration in favor of the consumers in snowbound areas has been provided in advance up to March 2018 while as winter ration has been dumped in full for the consumers of surrounding areas. It was given out that sufficient stocking of LPG gas and kerosene oil has also been ensured.

Reviewing the arrangements for road clearance during snowfall on the internal vital links of the district, the Deputy Commissioner directed the concerned officers to make sure the deployment of sufficient snow clearance machinery at the vital points so as to ensure uninterrupted traffic movement during the winter season.The DC was informed that Mechanical Division Kargil has chalked out preparation for deployment of 10 dozers and 3 JCBs at Zanskar, Drass, Panikhar, Sankoo and other rural areas while as Municipal Committee has a fleet of 3 JCBs, 2 loaders, 5 tippers and other machinery available at its disposal for carrying out snow clearance operations in Kargil town and surrounding areas.He impressed upon the FCS&CA, PHE, PDD and other authorities for creating a reliable system to ensure satisfactory and uninterrupted services so that the people do not face any inconvenience. He sought close coordination among different departments for snow clearance operations and prompt response to meet out any exigency during the winter months.

The Deputy Commissioner while directing the concerned officers to work in close coordination to deal with any exigency exhorted upon them to keep their men and machinery in all readiness for snow clearance during winters. He also directed the PDD authorities to ensure the stocking of sufficient quantity of diesel to run the 4MW DG set at Kurbathang as back up in view of the insufficient generation of power from Chutuk Hydel Project due to low water discharge in Suru River during winter months.The officers informed the DC that a proposal of Rs 3.26 crore already stands submitted by the LAHDC, Kargil to the Deputy Chief Minister in this regard and funds are expected to be released soon.The DC exhorted upon the PHE Department to put in place a holistic plan to provide uninterrupted drinking water to all villages of the district during the ensuing winter season. He also emphasized upon on the need for proper upkeep and repair of PHE installations besides deployment of additional tankers so as to avoid inconvenience to the people during this period of time.
