DLRC meeting held at Anantnag

A meeting of the District Level Review Committee (DLRC) for 2nd quarter of 2017-18 was today held at Dak Bunglow, Khanabal under the chairmanship of the District Development Commissioner, Anantnag, Mohammad Younis Malik.On the occasion, the DDC was informed that by the end of September, 2017, Rs 386104 lacs have been deposited out of which an advance of Rs 285498 lacs has been made making the credit deposit ratio of 73.94%.Under priority sector lending, a credit of Rs 544.67 crores has been extended in favour of 20581 beneficiaries against the target of Rs 1290 crores, thereby registering an achievement of 42%. Pertinent to mention that agriculture, micro & small enterprises, education and housing are the main components of priority sector and which should comprise 60% of the total lending.The meeting was informed that a total of 133 bank branches are operating in the district besides 83 Banking Correspondents (BC) while as new bank branches have been established at Peer Takiya, Hillar Arhama and Khanabal. Meanwhile, the DDC directed the bankers to establish BCs wherever, required.With respect to linking of Aadhar numbers with the banking accounts for availing benefits under different schemes, all the bankers have been directed to establish Aadhar linkage centres for enrolment. 

The District Social Welfare Officer was also directed to submit the validation list of the beneficiaries under different schemes to the banks for electronic benefit transfer.Regarding the skilling of the beneficiaries under different schemes, all the concerned officers were directed to ensure that training is provided by the RSETI.It was agreed that people need to be educated about different schemes, for which the Lead Bank Manager was instructed to devise a calendar of camps that need to be organised at different locations. The DDC was apprised that during the quarter, 54 Joint Liability Groups (JLG) were formed out of which 9 have been credit linked while as under Housing for All Scheme, 51 cases were sponsored to different banks out of while 11 cases amounting to Rs 36 lacs were sanctioned.It was decided that insurance cover to MGNREGS job card holders will be provided under PMAPY, PMJJBY and PMSBY for which the LBM was directed to take up the matter with Assistant Commissioner Development, Anantnag.Under Stand Up India scheme, 5 cases have been sponsored out of which 4 have been sanctioned by the J&K Bank and SBI. The DDC appreciated the sponsoring under this scheme as this is meant for the downtrodden sections of the society viz. women, SC and ST beneficiaries under which a loan of Rs 10 lacs to Rs 1 crore can be availed in manufacturing, services and trading sectors. The LBM requested all the bankers to come forward and sponsor cases under this scheme.

Meanwhile, the DDC instructed all the officers and bankers to work in synergy so that tangible improvements are witnessed at the ground level. He said that due to lack of awareness, people are not coming forward to avail benefits under different schemes. He also called for the organising of camps at educational institutions so that students belonging to lower income families are able to avail loans in order to get better education.He said that there is a need to identify the sectors where good dividends are subservient to capital infusion. He said that cooperative sector is one such sector. The Deputy Registrar Cooperatives was directed to tie up with the Lead Bank Manager in order to rejuvenate the cooperative movement in the district under sectors of dairy, agriculture and allied sectors.Reviewing the performance of schemes like Housing for All, Himayat, DEDS, NURM, Stand Up India and like, the DDC called for putting in extra efforts so that the benefits under these schemes can be reached to the people.The meeting was attended by General Manager, Industries, Chief Agriculture Officer, officers from other line departments-  Social Welfare, Animal Husbandry, Sheep Husbandry, KVIB, NURM, NULM, Lead Bank Manager, Director RSETI, representatives of RBI, NABARD and other banks.
