A meeting of the Department Related Standing Committee (DRSC-II) of Jammu and Kashmir Legislative Council was held here today under the Chairmanship of MLC, Ramesh Arora to review the functioning of Rural Development Department (RDD).Legislators, Ajatshatru Singh, Qaiser Jamsheed Lone and Balbir Singh attended the meeting. While reviewing the overall functioning of the Department, the Committee expressed satisfaction over the performance on various components and observed that the department must update all programmes and works should be carried out strictly as per the guideline and instructions of the Central and State Governments to achieve the objective of these schemes. The Committee also directed the officers to take up the development of different ponds by using Geo-membrane of Geo-textile and Gabion technology to ensure that these traditional water reservoirs serve their purpose in best possible way to the rural populace.The Committee also dismayed over the slow progress on the construction of ponds and directed the concerned to speed up the pace and carried out their upgradation as per the targets in time bound manner. It was informed that out of 1885, only five ponds  have been constructed, besides 44 works were completed by using Gabion technology in Rajouri. 

It was decided that a Sub-Committee will pay a spot visit for verification of these works.The Committee also issued direction to the Department to keep adequate funds under separate heads for different works with special focus on water conservation.The Committee also reviewed the report of the Survey conducted by the ACD Baramulla  to assess the damages caused to the houses due to land sliding in some villages of Baramulla district and compensation paid to the affected people under IAY etc. The Committee also called for regular orientation training programmes for the officers to update them with latest technology for undertaking various developmental initiatives on modern lines which is the need of the hour to achieve the timely targets.Commissioner Secretary, Rural Development Department, Mrs. Nirmal Sharma assured the Committee that separate allocation will be made on focus areas and a Committee will be framed to comply the directions of the Committee.Among others, Director RDD, Kashmir, Gazanaffer Ali, Director Rural Development Jammu, R K Bhat, Director, Rural Sanitation, M M Rehman, Mission Director, JKSRLM, Bakshi Javed, Additional Secretary/CEO, IWMP besides Special Secretary Legislative Council, Mohammad Ashraf Wani and senior Officers and officials of concerned RDD and Council Secretariat were also present on the occasion.
