While addressing a public meeting at Padhar in district Mandi today, Chief Minister Shri Virbhadra Singh said that the criminals involved in rape and murder of Guddia would be severely  punished and justice would be provided to her. "The state government had earlier formed Special Investigation team and later, I personally wrote a letter to the Prime Minister to get conducted CBI inquiry in this case", said the Chief Minister, asking,  that  what more  he could have done. It is after the end of trial that punishment or justice is to be decided by the courts, he added.The matter was also being flared up and politicized by the BJP, he said.  To play politics on death of a minor girl was shameful, as her soul also won't be able to rest in peace, he said. "I am sincerely committed to bring the criminals to book and want them to be hanged for the heinous crime they have committed", said Virbhadra Singh.He said that the media should also restrain from exaggerating this issue keeping in view the sensitivity of this case which was one of the rarest. The law and enforcement agencies are on job and very soon, the truth would be out, said Chief Minister.  

He said that as of today, five medical colleges were functioning in Himachal. The land for Medical college in Hamirpur has been identified and as soon as we will receive forest clearance, the construction work of the college building would be started.

The Indian Institute of Management has been opened in district Sirmaur at Dhaulakuan, and an IIT at Kamand in Mandi  so that the youth of the state could find placements through these institutions of National repute.He said that one needs to work with dedication as God helps those, who help themselves.  He said Congress party believes in supporting the cause of development whether in opposition or ruling. Today, there were many in opposition who believes in spreading false propaganda and create hurdles in development works, he said adding that the real sufferers in such circumstances are the people. All the MLAs get equal budget for development of their areas without any discrimination but the  BJP has a sole agenda of criticizing the National and State  leaders of Congress

.The Chief Minister announced Block Elementary Education office to be opened at Aut in Aut tehsil, Vetrinary dispensary at Masaar, a sum of rupees five crore for roads in the area, up-gradation of Government Middle Schools Babli, Bijni, Dhalwaan and Mathyana to High Schools, up-gradation of Government Primary School Basehar and Bulang to Middle Schools, office of Assistant Public Relations Officer (APRO)  at Padhar and new Primary Schools in Ropra in Dalah gram Panchayat and Dhanog in GP Nasloh.Revenue and Health Minister Shri Kaul Singh Thakur said that when he first time became the MLA in 1977, Drang constituency was too underdeveloped and I am thankful to the people of the Assembly who have made me MLA eight times because of the massive development undertaken during my tenure as MLA. Today Padhar has developed as a mini township, he said and the entire constituency has witnessed massive development.He said that Ghoghra Dhar had immense tourism potential and we were committed to develop it as a big tourist destination. 

As of today, the visitors were being attracted towards this destination.He also urged for opening Sub-Judge Court at Padhar and demanded for adequate financial provision for constructions of roads in Drang constituency. He also demanded office of Assistant Public Relation officer at Drang, ITI in Ilaka Badaar,  Vet dispensary at Kataula, besides other demands. Chief Parliamentary Secretary Shri Mansa Ram, Chairperson Zila Parishad Smt.Champa Thakur, Chairman HP State Co-operative Agricultural and Rural Development Bank Pandit Shiv Lal Sharma, Secretary HPCCShri Inder Singh Thakur, BCC President Shri Prem Singh Thakur, Managing Director State Co-operative Bank Shri Gopal Sharma, MD State Agriculture Bank Shri YPS Verma were also present on the occasion amongst others.
