Chief Minister Virbhadra Singh during public meeting at Chururu  in  Una on 22 March, 2017.While addressing a public meeting at Chururu (Amb) in Chintpurni Assembly constituency  of  Una district, Chief Minister, Shri Virbhadra Singh today said that it was wrong to make sit upon  a leader to rule against the wishes of the people or the one to whom the people had not given mandate. The formation of governments through horse-trading, as recently witnessed in Goa and Manipur elections was a blot on democratic system and example of authoritative rule, he said. The Chief Minister said that few political leaders in Uttar Pradesh elections had complained regarding tempering of Electronic Voting Machines (EVMs) and the facts should be ascertained, if such doubts had cropped up.  “Though, I am not so tech savvy, but I believe that if there was any such uncertainty about functioning of EVMs, it must be checked well before the next elections in states”, he said.Coming down heavily on few self-made leaders, the Chief Minister said that political parties should form elected internal committees and bodies and not through nominations. He said that few people who were nominated as leaders, should follow the democratic norms and should not consider them above all others, as they were not above the people. In fact, the leaders should be ready to contest and face elections and should be elected through voting, adding that we should not beat the very purpose of democracy. 

On functioning of Zila Parishads and Panchayat Samitis, the Chief Minister said that the 14th Finance Commission had withheld the grants to these local bodies, but the government would fund them out of its resources. Curtailing funds of  Zila Parishads and Panchayat Samiti  was certainly a big mistake  by the Union government and the matter would be taken up with the Union Government to amend the recommendations of 14th Finance Commission to pave way for devolution of funds to Panchayat Samitis and Zila Parishads.He said that the BJP was spreading rumours that there was zero development in the state, but they should at least believe the surveys of the independent and central agencies in which Himachal was ranked first in Big category of States for overall inclusive development and first Big State in education.He advised the state BJP leaders to use decent language instead hurling abuses on the opponents. The BJP leaders and few like-minded persons had crossed all limits of decency and started a new chapter of blame-game in politics accompanied with derogatory remarks on their opponents, said the Chief Minister. “I don't oppose to criticism, but it should be healthy one, in better interest of democracy”, he added. He also accepted the demands as raised by Shri Kuldeep Kumar, Chairman State Finance Commission and MLA Chintpurni the main being opening of college in his constituency, up-gradation of Veterinary dispensaries at Rapoh Missra and  at Jabehad, PHC Lohara at Channi Devi, stadium to be constructed at Amb, bridge at Chururu over River Swan, up-gradation of few schools in his constituency including Government Primary School Thada,  Govt. Middle School, Hamboli to High school, starting Science classes in  GSSS, Chururu, Nehrian Amb and commerce classes at Thathal,  construction of science block of GSSS, Talmehra and Tube-wells at Hira Nagar, Amb, Satothad Bhakra (Haryali Basti) and Kuthera Khairlanji, ward No-5.

Earlier, the Chief Minister laid foundation stones of Rs 13.33 crore, government degree college at Chowkimaniar, vegetable market and granary at Takrala to cost rupees eight crore, science block of Government Senior Secondary school, Amb to cost Rs. 1.23 crore, Rs 1.05 crore Water Supply Scheme, Saloh-Pramb at Amb, which will benefit a population of around 3500 of six villages of the area.He also inaugurated additional accommodation of  GSSS, Chururu, inaugurated Rs 6.38 crore bridge over Gaarni rivulet and additional accommodation of GSSS (Girls) Rs. 2.25 crore.MLA Shri Kuldeep Kumar welcomed and honoured the Chief Minister and other dignitaries present on the occasion. He urged the Chief Minister to open government degree college at Dalwari (Chintpurni), up-gradation of Veterinary dispensary at Rapoh Missra and at Jabehad, PHC at Lohara at Channi Devi, up-gradation of few schools and a stadium at Amb besides a bridge over Swan river at Chururu,Shri Kuldeep Kumar thanked the Chief Minister for laying foundation stone of degree college at Chowkimaniar besides other development projects worth Rs. 35 crore in his constituency on his recent visit. Industries Minister, Shri Mukesh Agnihotri, District Congress President,  Shri Virendar Dharmani, DCC President (Women), MS. Urmila Sharma, former MLA, Shri Ganesh Dutt Bharwaal, BCC President, Chintpurni, Capt. Pritam, BCC, President, Kutlehar, Shri Ravinder Fauji, Member HPCC, Shri Satpal Raizada, Chairperson Zila Parishad, Ms. Soma Barwal, Member, State Women Commission, Ms. Pawana Chaudhary, Chairman, Panchayat Samriti, Amb, Shri Satish Sharma,  Deputy Commissioner, Shri Vikas Labroo, SP Shri Anupam Sharma were also present on the occasion amongst senior officers of the district..
