PAC for providing 100 days mandatory employment to rural youth under MGNREGA

A meeting of Committee on Public Accounts (PAC) of Jammu and Kashmir Legislative Assembly was held under the Chairmanship of legislator, Mian Altaf Ahmed here today to examine the CAGs Audit Paras pertaining to the Rural Development Department.Legislators, Nawang Rigzin Jora, Aijaz Ahmed Khan, Choudhary Sukhnandan Kumar, Mohammad Yousuf Bhat, Rajesh Gupta and Qaiser Jamsheed Lone attended the meeting and shared their views regarding the working of the MGNREGA.The Committee examined the CAGs Audit Para No. 2.2 of Rural Development Department regarding implementation of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) in the state as per the guidelines of Government of India (GoI).The Committee suggested that the process of providing mandatory 100 days employment to rural youths should be expedited and also stressed the concerned authorities to clear the wages of job card holders under MGNREGA.

The Committee asked the concerned authorities to execute all works under the plan which has already been approved by Dehi Majlis. It also asked the department to strictly follow GoI guidelines while procuring material for development works to avoid unnecessary expenditure.The Committee also directed the RDD to furnish the social audit report to the CAG authorities and Assembly Secretariat for its scrutiny at earliest. Secretary, Rural Development Department, Kifayat Hussain Rizvi briefed the Committee about the action taken by the department on the observations pointed out by the CAG in its audit report.Deputy Accountant General, CAG, V K Bakshi, Director, RDD Kashmir, Gazanfar Ali, Director, RDD Jammu, R K Bhat also briefed the Committee about the CAGs Audit Paras, besides DG Accounts and Treasuries, Altaf Hassan and other senior officers of concerned department and Assembly Secretariat were also attended the meeting.
