The Prime Minister, Narendra Modi, launched three new schemes for Haryana, declared seven rural districts of the state Open Defecation Free (ODF), eight districts“Kerosene Free” and released the commemorative postage stamp of Haryana while inaugurating the year-long Haryana Swarna Jayanti celebrations from Gurugram, today.The schemes he launched are ‘Deen Dayal Jan Awas Yojana’, Automation of Fair Price Shops and Kerosene Free Haryana in the presene of Haryana Governor Prof. Kaptan Singh Solanki, Chief Minister Mr Manohar Lal, Agriculture Mr O.P Dhankar and Minister of State for Food, Civil Supplies and Consumer Affairs Mr Karan Dev Kamboj.
The eight districtshe declared "Kerosene Free” fromNovember 1, 2016 are: Ambala, Gurugram, Jhajjar, Karnal, Kurukshetra, Panipat, Panchkula and Yamuna Nagar. The seven rural districts he declared ODF are: Gurugram, Fatehabad, Faridabad, Yamunanagar, Panchkula, Sirsa and Panipat. Mr Modi also honoured four Deputy Commissioners and three Addtional Deputy Commissioners of these districts in recognition of their performance. These included Deputy Commissioner, Faridabad Mr Chandershekhar, Deputy Commissioner Yamunanagar Mr S.S Phulia, Deputy Commissioner, Fatehabad Mr N.K Solanki, Deputy Commissioner Gurgaon Mr T.L Satyaprakash, Addtional Deputy Commisioner, Panchkula Mrs Hema Sharma, Addtional Deputy Commisioner Sirsa Mr Ajay Singh Tomar and Addtional Deputy Commisioner Panipat Mr Rajiv Mehta.
‘Deen Dayal Jan Awas Yojana’: The ‘Deen Dayal Jan Awas Yojana’ aims to put a check on the development of unauthorised colonies and simultaneously achieve the target of ‘Housing for All-2022’ at reasonable rates in small and medium potential towns. It also aims at providing small plots to accommodate maximum number of people in the limited area in the medium and low potential towns of the state.These colonies are proposed to be developed over 5 to 15 acres and the saleable area is permissible to the extent of 65 per cent of the licenced area. To encourage the development of such colonies by private colonizers, the rates of licence fee and external development charges have been substantially reduced, while the conversion charges and Infrastructure Development Charges have been waived off.Projects proposed to be developed under this policy will have maximum plot size of 150 square meters with floor area ratio (FAR) of 2.0. In order to take care of the requirements of open space in the colony, the colonizer shall have to provide minimum 7.5 per cent area under organized open space.In order to protect the interest of the allottees, provision has been made in the policy for freezing 50 per cent area of the residential plots with the government, on which development works can be undertaken by the colonizer but the allotments on this frozen part of the colony will be allowed only after completion of internal development works of the colony.
Automation of Fair Price Shops: Automation of the Fair Price Shops (FPS) which forms part of the IT solution involves provisioning of Point of Sale (POS) device at every fair price shop with connectivity to ensure Aadhaar-based biometric identification of the beneficiaries and online transactions of food grains and other commodities.With the launch of Automation of FPS, as many as 9,352 FPS all over the state will be equipped with POS devices and pave the way for Aadhaar-based biometric identification of beneficiaries and online transaction of disbursement of commodities. This system will help root out corruption from TPDS and shall benefit 29.30 lakh poor families and 1.32 crore beneficiaries in the state.Through appropriate software, the POS device is integrated with Aadhaar database and e-PDS which captures every transaction in FPS on real time basis. The entitlement of FPS in any month will be decided on the basis of disbursement of commodities to the poor during previous month.The system also provides SMS alert to concerned beneficiaries when ration is dispatched from godowns as also at the time of POS transaction at FPS. Thus, the system eliminates bogus beneficiaries and empowers the targeted families by giving relevant information on time on their registered mobile numbers.
Kerosene Free Haryana: With coverage of the remaining six lakh families out of the 11.05 lakh BPL families under the Pradhan Mantri Ujjawala Yojna (PMUY), Haryana is well on way to becoming Kerosene Free and shall be the first major state to achieve this distinction. Five lakh such families have already been provided LPG connections under the scheme. Haryana has set the target to become Kerosene Free byMarch 31, 2017.On this occasion, Mr Modi also declared eight districts, namely Ambala, Gurugram, Jhajjar, Karnal, Kurukshetra, Panipat, Panchkula and Yamuna Nagar “Kerosene Free” fromNovember 1, 2016.It has been decided to hold at least one camp in every village for releasing LPG connections. All the 2,943 villages in these 8 districts have been covered with at least one camp, and people have been informed and exhorted to obtain LPG connection so that they don’t suffer any hardship on account of discontinuation of supply of kerosene oil to them.Out of the 3,75,642 BPL families in these districts, about, 2,75,000 have already been provided with LPG connections, and the remaining families have been advised to approach the nearest dealer.
