Construction of Gungd Adalkote-Gugthal, Senabati-Paristan roads sanctioned under NABARD: Abdul Rehman Veeri

Minister for R&B, Mr. Abdul Rehman Veeri today informed the House that the criteria for identification of new roads under PMGSY programme is Comprehensive New Connectivity Priority List (CNCPL) according to which un-connected habitations are to be connected on the basis of population criteria (based on 2001 census) and the upgradation of existing roads has to be taken up as per Comprehensive Upgradation Priority List (CUPL) on the basis of Pavement Condition Index (PCI) value.Replying to a question by Mr. Vikar Rasool Wani, the Minister said that projects under NABARD are identified / prioritized in light of the recommendations of the District Development Board, public representatives, condition of the roads, urgent public demands and feasibility etc.The Minister said that under PMGSY, no new road scheme was sanctioned during last financial year in the state including Banihal constituency. He said, however, two road projects Gungd Adalkote to Gugthal via Tantraypora and Senabati to Paristan costing Rs. 5.90 crore and Rs. 1.50 crore respectively in Banihal constituency have been approved under NABARD RIDF-XXI.
The Minister said in Banihal constituency 15 road schemes of Stage-1 and five schemes of Stage-II have been sanctioned under PMGSY. He said 5 road schemes of Stage-I have been completed so far. He said as regards Stage-II schemes, 3 schemes would be taken up soon after the completion of Stage-I and the remaining two road projects namely Zenihal to Chachihal and Khari Mandakbass to Admarg have been recently allotted and the works have been taken up.The Minister said the main reasons for delay in completion of PMGSY road projects is land acquisition cases, forest clearance, backing out of contractors / termination of contracts, non-response to repeated tender calls etc. He said, however, all steps are being taken to follow the cases vigorously and remove impediments with a view to accelerate the pace of works.The Minister said the macdamization of works of cities and town roads has been taken as per necessity / condition of the roads and availability of resources. He said during last financial year the works of macdamization could not be taken up in Banihal constituency due to non-response from the bidders. He said, however, work of macdamization has been started now and the same is in progress for a length of 7.50 kms by way of laying of 25 mm thick semi dense bituminous concrete and 50 mm thick bituminous macadam.
