Minister for Finance, Labour and Employment, Dr. Haseeb A. Drabu today informed the House that 1,11,077 un-employed youth have been registered with the different District Employment and Counseling Centers in the state up to the ending March, 2016. He said, however, total number of un-employed youth in the state may be higher as the registration is a voluntary process.Replying to a question of Mian Altaf Ahmad, the Minister said that to tackle the un-employment problem in the state, the Government has adopted a policy to fast track the recruitment for filling up non-Gazetted posts borne on the establishment of any department or service of the government and such Gazetted posts as maybe notified from time to time. He said in order to implement this policy, the Jammu and Kashmir Special Recruitment Rules, 2015 have been notified vide SRO 202 of 2015 dated 30.06.2015.

The Minister said that a number of schemes like Seed Capital Fund Scheme, Youth Start Up Loan Scheme, Term Loan and Education Loan Scheme of National Minority Development Finance Corporation and Women Entrepreneurship Programme have been implementing in private sector to tackle with the unemployment problem with special emphasis on self employment and skill development for enhancing employability of the youth.In response to the supplementaries, the Minister said that Government would ascertain the validity of existing number of casual labourers through bio-metric system. He said SKEWPY would also be strengthened for the benefit of the un-employed youth.Mr. Vikar Rasool Wani, Mr. Omar Abdullah and Mr. Altaf Ahmed Wani raised the supplementaries to the main question.
