Rehabilitation policy for return of youth who have crossed over LoC not encouraging: Mohammad Yousuf Tarigami

Demands removal of clauses which are obstructionist in nature

While raising the issue during zero hour in the Jammu & Kashmir legislative assembly today, CPI (M) MLA, Mohd Yousuf Tarigami highlighted the loopholes in the government's policy of return and rehabilitation of Kashmiri youth who had crossed over to the other side of the Line of Control (LoC).Alleging that the rehabilitation policy is so complex that it has not yielded any tangible results, Tarigami demanded removal of certain clauses which are obstructionist in nature. He urged upon the government to overcome the obstacles which hamper the process of return and rehabilitation of such youth and demanded inclusion of Nepal route in order to facilitate their safe return.Referring to the resolution moved by him in the Legislative Assembly in its September-2005 Session and again taken for detailed discussion in the 2006-07 Budget Session which was unfortunately not adopted, the CPI(M) leader said, had the resolution been adopted then, much progress would have been made for return and rehabilitation of these youth.While demanding extension of all facilities to those youth who have returned back home, he urged upon the government to take a sympathetic view on their plight and take concrete measures for their rehabilitation on humanitarian grounds.
