Saderkoot massacre:Government seals property of notorious renegade

Complying with court orders police Tuesday sealed the property of infamous government gunman Abdul Rashid Parrey alias Billa, a proclaimed offender wanted in Sadarkoot Bala massacre in which at least seven innocent people were killed by a party of government gunmen led by Rashid Billa in 1996.Court of Judicial Magistrate Sumbal had directed Deputy Commissioner Bandipora to attach the immovable and movable property of the three accused including Billa and asked him to take possession of the property by seizure. The court had also directed J&K police to publish a written proclamation in a widely circulated newspaper requiring the three accused to appear before the lower court within 30 days. After failing to appear before the court a team led by Tehsildar Hajin Moin Kakroo, Station House Officers Sumbal and Hajin attached the property of the fugitive Ikhwani commander. “Yes, we sealed the both movable and immovable property of the accused.

The directions had come from the court of the law and we followed them,” said a police officer to CNS.Pertinently, seven civilians of three families including women and children were killed on October 5, 1996 by government gunmen (Ikhwan) lead by Abdul Rashid Parray alias Rashid Billa, Wali Mohammad Mir and Muhammad Ayoub Dar, then working for the Army.In March this year High Court granted the police a last chance to complete investigations and arrest the accused in FIR no. 125/1996 relating to the 5 October 1996 Saderkoot massacre. High court had also directed SHO Sumbal Police Station to file a charge sheet into the killings.Pursuant to the court order, Police approached the Court of Judicial Magistrate, Sumbal for directions towards the satisfaction of the High Court order.On 11 April 2016, the Judicial Magistrate found that the three accused in the case – Abdul Rashid Parray alias Rashid Billa, Wali Muhammad Mir and Mohammad Ayoub Dar were hiding themselves and declared them to be “proclaimed offenders”.
