DC reviews PSGA, RTI, developmental works

Deputy Commissioner, Udhampur, Shahid Choudhary reviewed the performance of departments on Public Service Guarantee Act, Right to Information Act, developmental works , preparedness for shifting to e-Monitoring and inter-departmental coordination issues. Arrangements for Darbar Move, Shri Amarnath Ji  Yatra and maintenance of National Highway were also discussed. The DC reviewed the details of projects delayed due to cost escalation on account of contractor delays and prolonged tendered and directing for recommendation stringent action against defaulting officers. He took stock of the progress on weekly schedule of grievance redressal mechanism including public meetings, camps, hearings in offices and disposal status of complaints and enquiries.A detailed discussion was held and SOP reiterated regarding law and order issues and response of concerned departments; functioning of Government establishment especially Schools, Hospitals, Anganwadi Centres, dispensaries and field offices of essential services. Status of touring by officers, tour notes, follow-up actions and removal of encroachments from common places especially city roads was also discussed.

Dr Shahid directed for monthly progress reports on coordination issues involving NOCs and joint inspections for vital projects. He discussed furnishing of details for e-Project Monitoring by all departments well in time, progress on Aadhar Based Bio-metric Attendance, punctuality in field offices and functioning of CAPD depots. While reviewing PMGSY, RMSA, SSA, RKVY, MGNREGA and other centrally sponsored schemes the DC asked departments to furnish benefit analysis of projects and real impact on livelihood.All the departments have been asked to promptly act on bottlenecks impeding the developmental projects and personal responsibility of officers in case of delays and lack of quality. The PSGA Cells in departments have been strengthened and district registers 122 percent increase in delivery of services in 2015-16. Special Cell for Employees Welfare and Working Conditions for Women Employees will review the grievances and requirement of staff for better working atmosphere.District Officers were asked to accord top priority to pace of developmental works in first quarter for all works under State Plan, District Plan, CSS, Priority Projects and Schemes, construction of buildings and hostels of educational institutions. Performance of officers will be linked with achievements under development plan.SSP Udhampur, SSP Traffic, ADDC, Addl DC, CPO, ACD, ACR, SDMs, SEs, ExEns and all district and sectoral officers attended the meeting.
