The State is all set to complete the implementation of Crime and Criminal Tracking Network & Systems (CCTNS) and the project shall be fully integrated with VAHAN, Sarathi and E-Challan system of the State and will improve the Police functioning across the State. On the direction of Mr. Sukhbir Singh Badal, Minister of Department of Governance Reforms to introduce procedural reforms and e-Governance in the departments where citizen centric services are delivered, a meeting was held under the chairmanship of Mr. Sarvesh Kaushal, Chief Secretary Punjab to chalk out action plan for integration of CCTNS , Vahan, Sarathi and e-Challan Projects. Additional Chief Secretary Home, DGP Punjab, Principal Secretary Transport, MD PIDB and other senior officers participated in this meeting.
During the meeting it was disclosed that CCTNS project aims at creating a comprehensive and integrated system for enhancing the efficiency and effectiveness of policing by adopting principle of e-Governance and creation of a nationwide networking infrastructure for evolution of IT-enabled-state-of-the-art tracking system around 'Investigation of crime and detection of criminals’. VAHAN - The Integrated Solution for Vehicle Registration is a highly flexible and comprehensive computerized system involving Vehicle Registration, Fitness, Taxes, Permits & Enforcement. SARATHI project of Transport department has automated the Driving License process across the State and online database of driving licenses has been prepared. E-Challaning system will involve electronic hand held terminals to be connected to Data centers for providing the enforcing officers accessibility to the database of the vehicle/drivers and other issues related to challans. Chief Secretary directed Transport, Police department to finalize the integration plan with the help of NIC Punjab in next 7 days.
The detailed discussion on introduction of e-Challan system and access of vehicle registration data to the Police Department was also held during the meeting. Divulging the details of the System, Mr A Venuprasad, MD PIDB stated that PIDB is the implementing agency of the project. He further stated that eChallan system is a non-contact enforcement system to curb violation and implement stricter traffic discipline among the traffic commuters. In this process, a challan is issued to the violator with the use of a handheld device which is connected to either a central server or from State specific servers. The technology assessment report of the project was discussed in detail and Chief Secretary directed the Transaction Advisor of the project M/s PWC to finalize the specification of hand-held devices, Epayment gateway, printers and other equipment in next 7 days. He further directed Transaction Advisor to finalize the RFP for hiring the services of the eChallan System operator in 2 weeks and finalize the System Operator in 8 weeks. A Committee comprising State Transport Commissioner, State Informatics Officer NIC, ADGP Traffic under the chairmanship of MD PIDB was also formed to finalize the specifications, RFP and prepare action plan of implementation. This Committee was asked to submit the first report in 7 days.
Stressing on the needs of e-Challans, Chief Secretary said that such system will enable better operational efficiency of the Police staff, better transparency, instant server updates and receipt printing, better data security and online payments. He further said that some of the salient features of the eChallan system will include hand-held devices which will be GPRS enabled, Printing of challan through Blue-tooth printer or thermal printers attached to the hand-held devices, epayment gateway for payments of challan on web. The traffic rules , violation history and fines against each violation are maintained in a central database and can be accessed by entering vehicle number of license number. Chief Secretary also directed Transport Department to digitize the historic data related to Registration of Vehicles and Licenses in next 1 month so that all the digitized data is available to field police officers instantly. Some of the process changes recommended during the meeting also included access to photograph of the vehicle from the central database, updation of forms etc. NIC team was asked to give access of Vehicle Registration database to all concerned police officers in next 2 days.
