Secretary BOCWWB urges speedy clearance of pendency under social security schemes

In order to review the implementation of the Building and Other Construction Workers (Regulation of Employment and Conditions of Services) Act and Building and Other Construction Workers Cess Act, CEO/Secretary J&K BOCWWB, Syed Muried Hussain Shah held meeting of Assistant Labour Commissioners in his office chamber.Secretary expressed concern on pendency of cases under various social security schemes of the board and directed all the officers to expedite the financial assistance cases of beneficiaries at various levels. 

The Assistant Labour Commissioners who are Registering Officers under the Building and Other Construction Workers (RE&CS) Act were directed to issue beneficiary passbooks at all the registered beneficiaries so that ground work is done for launching of e-governance program.In a significant development, the Secretary granted one time exemption to all registered beneficiaries to deposit arrears of monthly contribution with the Assistant Labour Commissioners before 30th June 2016.It is pertinent to mention that if a registered construction worker fails to deposit his monthly contribution for more than one year, he/she ceases to be a beneficiary under the Act.

The Assistant Labour Commissioners directed to clear all pending cases by the end of February 2016. It was assured that the required funds would be made available to them within a week and additional staff will be provided to the districts to deal with the huge rush of workers. Strict directions were passed to the Assistant Labour Commissioners to keep the touts at bay, who exploit the ignorant construction workers.Regarding the collection of Building and Other Construction Workers Cess, the Secretary impressed upon all the Assistant Labour Commissioners to regularly inspect the work sites and collect cess from the employers and take legal action against the defaulters.The officers were advised to work sincerely and with dedication for the welfare and upliftment of the Building and Other Construction Workers and uphold the welfare mandate of the Building and Other Construction Workers (RE&CS) Act.
