Mahesh Inder Singh Grewal needs to study PMC Act and Code of Ethics himself- Anil Joshi

The allegations levelled by Mahesh Inder Singh Grewal, brother of Dr. G.S.Grewal, President Punjab Medical Council against Anil Joshi, Medical Education Minister are totally false and the enquiry into the state of affairs of the Punjab Medical Council has been ordered by a 3-member committee of medical experts of the stature of Dr. A.K.Gupta& Dr. Baljinder Singh of  PGI, Chandigarh and Dr. Dhaliwal of Amritsar. The utterings by Sh. Mahesh Inder Grewal in a media release today that Sh. Anil Joshi does not understand English is ridiculous as Section 22 of the Act is in a very simple language and even a X class student could very easily understand  that Govt. can take action in all such cases. It is very clearly mentioned in the Allocation of Business Rules (Item 15) that the Department of medical Education & Research is the appropriate authority and is Government for the department/all councils and the nomination of members  in various councils etc. too is made by the Minister as per the standing orders framed under the Rules of Business. It is sad to state that Sh. Mahesh Inder Singh Grewal, who had been Minister of this department does not have any knowledge of this and is making vague statements in the media out of sheer love for his brother and ignoring government rules and regulations. Sh. Grewal needs to understand that the Minister of the medical education department is not supposed to teach students of medical stream and is to see the administrative work and to implement the policies for benefit of the general public with  a battery of Officers on Special Duty/Advisers at their beck and call. Had the version of Sh. Mahesh Inder Grewal been logical to any extent, any Professor of medical science should have been the Minister and same for education department etc.

There have been complaints from about a dozen doctors against Dr. Grewalin regard to his so called corruption and wrongful and illegal mention of their Income Tax statements, which is perhaps a Cyber Crime also. In this regardwritten complaints by many doctors against PMC President are under investigation. Even a complaint had been forwarded by the Union Health Minister to the MERM Punjab against Dr. Grewal some months back.  Even 10-11 members of the PMC too have given in writing against the PMC President seeking his removal from the Presidentship of the Punjab Medical Council. Dr. Grewal himself is a nominated member and has not contested any election.

President has been issuing threats, seeking registration of cases against doctors of other pathies duly registered under their Act, in which PMC has no powers to indulge in such notices.Exceeding his jurisdiction, President of the PMC had sent a complaint on 31.10.2014 to the SSP Patiala to register a complaint under Sec. 420 of IPC against Dr. Sudip Singh & Dr. Mandeep Kaur, Ayurvedic Doctors of Patiala which was got cancelled by the Registrar of the Ayurvedic Council by writing a letter to the police authorities.As per the Code of Ethics (7.24) issued by the Medical Council can not issue any notice even to any physician posted in a medical college/institution both as teaching faculty or otherwise unless there is any written complaint by the competent authority. The PMC President has even issuing notices to such Government doctors for their administrative duties and even taking action against them by cancelling their registrations. It is against the principles of natural justice that a person making enquiries by himself and inflicting punishment too  due to which a lot of harassment has been caused to the doctors practising this noble ;profession across the state.

For a President of the Council who is supposed to know in detail about every rule Dr. Grewal has been advertising himself which is unethical and a complaint under Rule 7.13  of the Code of Ethics in this regard from Dr. P.L.Garg, a renowned Doctor and former Registrar of Baba Farid University, Faridkot had been sent to the department for appropriate action as he was falsely using speciality qualifications of Sonography & Gasteroenterology in his sign boards, visiting cards/stamps and in media etc.which he perhaps does not possess and should not use as per the ethics.The state Government has all powers under Section 22 of the Act to take action if it finds thatcouncil has exceeded its power or abused or misused the power can seek explanation from the council  and if council does not comply with can even dissolve the council.  The Medical Education Minister Sh. Anil Joshi has said that there is nothing personal in the entire issue and the affairs of the council must be held in a pure transparent and professional manner and no in justice be done to any doctor practising in a rightful manner. Any doctor involved in any unscrupulous activity will not be spared at all but for that we have to follow the laid down systems and procedures.
