DDC Kulgam reviews progress on implementation of DDB decisions

District Development Commissioner, Kulgam, Dr. Syed Abid Rashid Shah today chaired a meeting of district level officers to review progress achieved in execution of various decisions taken in the District Development Board meeting held on 22.06.2015. The meeting was held to ensure timely completion of various ongoing developmental works and schemes across the district.Taking a strong note of pendency in various developmental schemes and underutilization of funds, the DDC directed all departments to ensure completion of targets within set deadlines besides ensuring quality and standard.

The meeting was informed that the total approved outlay for the current year is Rs 126.44 Cr. Against the availability of Rs. 51.88 crore, an expenditure of Rs 38.82 crore has been made so far, which accounts for 74.83% expenditure.

In R&B sector, an allocation of Rs. 1165 lakh has been made for the current year, against an availability of Rs 420 lakh, an expenditure of Rs 162 lakh has been made so far.The DDC has constituted a team of officers headed by the ADC to oversee the pace and quality of work being done by various departments, particularly R&B.Under RDD, against availability of Rs 2.25 crore, an expenditure of Rs 1.2 crore has been made. A target of 653, revised to 394 IAY has been given to the RDD for the current year. The concerned officers were directed to clear the spill-over cases and ensure judicious utilization of funds.In education sector, the meeting was informed that construction work on  Girls Middle School, Mirhama; HS Tarigam; HS Hablish; HS Brenal; HS Baihama; HSS Yaripora and Girls School Qaimoh is going on and shall be completed within stipulated time. It was informed that out of 45 SSA school buildings, 15 shall be constructed under the convergence plan of RDD.

With respect to the establishment of separate Maternity and Child Care Hospital at Kulgam, a DPR has been submitted to the administrative department for approval. Besides, all MLAs have also identified two PHCs each in their respective constituencies to be developed as model healthcare institutions. In Kulgam constituency, PHC Behibag and Nehama; in Noorabad, PHC D.K Pora and Manzgam; in HS Bugh, PHC Frisal and Qaimoh and; in Devsar, PHC Razloo and Qazigund, have been identified for the purpose of strengthening the infrastructure for Maternal and Childcare facilities.Besides, the Program Officer, ICDS was directed to ensure timely completion of tendering process so that the supplies for Angan Wadi Centers are made available well in time. The authorities of the ULBs were directed to complete construction of lanes, drains and footpaths on priority in Kulgam and Devsar municipalities, so that people living in these areas do not suffer any difficulty during the harsh winter season.

It was also given out that during the 1st phase, the work on classrooms in 4 model HSS at Kulgam, DH Pora, Qaimoh and Kilam shall start in the ensuing academic session. Besides, land has been identified at Munnad, Yaripora (as alternate site) and Amnoo for construction of JNV Mirhama and Amnoo respectively.The PDD authorities have assured that the installation and augmentation of Kulgam Grid from 40MV to 100MV shall be completed by March, 2016. Besides, the authorities of PDD were directed to submit the proposal for establishment of workshop by 27th of December, 2015 so that electric transformers are fixed in the shortest span of time. They were also directed to ensure proper maintenance of street lights in the area.
