Legislatures belongs to Tribal community threaten mass level agitation in Jammu and Kashmir if Govt. fails to release funds Under Tribal sub plan during current financial years.Senior Gujjar Leader and MLA Kangan Mian Altaf Ahmed, MLA kargil Asgar Ali Karbalai and MLA Surankote Choudhary Mohd Akram jointly held a press conference at Press Club Jammu on 05 of December 2015 and Show their concern for ignoring tribal community in state. They urge upon state Govt. to ensure proper implementation of all Developmental and Welfare Schemes of Tribal community.They said that till date no funds have been released under Tribal Sub Plan. Not single work being done under this plan. In Kashmir winter season is on peak due to which developmental works could not be done now till end of the January next 2016. If Centre minister delayed in releasing funds, state Govt. should have to release funds so that works could be done. Funds for releasing subsidy component are being provided by Central Government through the State Government under Special Central Assistance (SCA) to Special Component Plan (SCP) & Tribal Sub-Plan (TSP) for SCs & STs.They demanded for immediate release of funds under tribal sub plan and article 375.They show concern over Gujjar and Bakerwal Hostles across the state. Mian ALtaf Ahmed who was also a senior Minster in  Umar Led Govt. cabinet told that in September 2014 due to flood. 

Gujjar Bakerwal Hostle in Srinagar got damaged which is not repaired till date.100 Students are living in damaged hostel building.Tribal Bakerwals and Gurjars start their biannual seasonal migration in March to the upper reaches of Shivalik, Pirpanchal and Trikuta hills of the Himalayas from the plains of Jammu and return in October-November to Rajouri and Poonch areas of the region. The migration also takes place in Kashmir. From the decade this is continue process but now Gujjars and Bakerwals are being harassed on transportation of animals. They demanded that Govt should ensure their save and secure migration and proper security be provided to them so that anti elements could not harass them At least permission should be given for transportation of Buffalos which is the main earning source of this community.They also highlighted the problems faced by the Gujjar and Bakerwal peoples in Hilly areas and during migration towards plans. They demanded to ensure hassle free migration and create mobile Animals and sheep husbandry centers. (KNS)
