Abdul Haq advocates CDF contribution by legislators, parliamentarians to Convergence Schemes

Minister for Rural Development and Panchayati Raj, Abdul Haq Wednesday said legislators and parliamentarians should contribute from their CDF in development of their respective constituencies by convergence of funds for various development projects.The minister said this while chairing a meeting of Deputy Commissioners of all districts of Kashmir division to review works done and proposed under MGNREGA in convergence with other schemes.

Best way of using Constituency Development Fund (CDF) is to use it by contributing in convergence with other schemes, the Minister said and asked Deputy Commissioners to discuss convergence plan with local MLA’s and MPs so that sustainable asset could be created in villages.Abdul Haq said under new concept of convergence of funds, sustainable assets are being created under MGNREGA in rural areas of the State, instead of resorting to futile works on political considerations. “We want CDF to be used for good purpose instead just for political gains,” he said.Haq said convergence initiative with MNREGA will not only ensure speedy execution of works but will also ensure that works that were started over 10 years back will finally see light of the day.The Minister held separate and detailed discussions with each Deputy Commissioner about their proposed works in convergence with MGNREGA for current fiscal year.

The Minister exhorted upon officers of Horticulture, Fisheries, Sericulture, Animal Husbandry, Agriculture, Education and other departments to work in convergence with Rural Development for providing employment as well as creating valuable assets in the district.The Minister called upon functionaries of Rural Development Department to ensure complete implementation of schemes at grass root level adding that benefits of such schemes should reach people in time.He said MGNREGA is a demand driven programme and concerned authorities should ensure effective implementation of the programme so that its benefits reach rural poor.  He said   guidelines for convergence of Watershed Programmes with MGNREGA have to be adhered to and further steps should be taken to ensure development of natural resources by converging various schemes.

Earlier Deputy Commissioners apprised the minister about achievements and progress of various works under different schemes of Rural Development Department in their respective districts.DCs apprised also informed the Minister about proposals under MGNREGA in convergence with other schemes. Minister asked them to complete such proposals in every department by November 9 and submit the same to higher authorities, so that work could be started at the earliest.All concerned officers were directed to formulate plans regarding convergence of different schemes with MGNREGA and submit them within 15 days.Secretary RDD, Mr Khursheed Ahmad, Director Rural Development Tasasuq Jeelani, besides Deputy Commissioners of all districts of Kashmir division, attended the meeting.
