Sarvesh Kaushal, Chief Secretary Punjab today underlined the need for making Mobile Governance effective and citizen friendly besides ensuring the data and financial security.Inaugurating one day conference on Mobile Governance and e-Governance Competency Framework (eGCF) for the Officers and Officials from Punjab State Department and District Offices, the Chief Secretary said that Punjab during last seven years had emerged as leading state in e-Governance and has pioneered itself in the mobile governance. He said that the prime task before the government is to ensure acceptability of new tools of mobile governance amongst the citizens by focusing on data and financial security. Seeking the participation of officers at cutting edge level to popularise e-governance tools, the Chief Secretary said that this can be done by ensuring transparency, quick delivery besides maintaining the credibility of the system. He also addressed the need for the departments to come forward with new innovative ideas for effective mobile Governance for the benefits of the citizens.
Mr. Kaushal in his address also stressed on importance e-Governance Competency Framework to build adequate and relevant capacities at all levels in order to achieve goals of e-Governance and mobile governance. e-Governance Competency Framework speaks about bringing India’s e-Governance planning, Management and human resource aspects on par with global standards and practices. Since the purpose of this framework is to enable government departments to “Deploy Right and Develop Right”, He requested all departments to make use of this framework and deploy right people to implement various e-governance initiatives.
In his concluding remarks Mr. Kaushal said Punjab State will continue to introduce Mobile Governance in a big way in the area of Citizen Service Delivery. With the technological advancements, we will continue to find newer ways to serve our citizens by delivering unified e-governance experience. He also shared his vision on e-Governance initiatives implemented in the State for effective service delivery to the citizens in an effective and hassle free manner. He also shared the importance of infrastructure in building Digital India. He shared all the gram panchayats of the State will be connected under Bharatnet project and all the services will be made available to the citizens at their doorsteps. During the one day conference Sh.Bharat Varyani - Technical Coordinator from C-DAC, Mumbai presented Mobile Governance Framework developed by Government of India. In his welcome address Mr. R.K. Verma, Secretary Governance Reforms shared importance of Mobile Governance for Citizen Service Delivery and importance of e-Governance Competency Framework (eGCF) for effective implementation of e-Governance projects.
Senior Officers from Punjab State departments and district offices presented Mobile Governance Initiatives implemented by the departments and plans to be implemented for effective Citizen Centric Service delivery.Mr. C. Raul, Principal Secretary School Education, Presented Mobile Governance initiatives like Online portal (www.epunjabschool.gov.in), Use of Bulk SMS Service (PUSH SMS) for Students, Pull SMS Service for Monitoring of Mid-Day-Meal Scheme through SMS ,MDM Portal :www.mdmpunjab.gov.in ,Mobile Application for Dept. website. Mr. Roul also discussed future plan for Mobile Governance like Mobile application for School Management System for the benefit of the students.Mr. B Purushartha, Director Technical Education presented Mobile Governance Initiatives like online counselling for ITI Counselling, Placement Portal, Web Portal (Industrial Wing), IKGPTU student support centre, PSBTE & IT e-Governance, Citizen Charter implemented by Technical Education department for the benefit of Citizen Centric Service delivery. He also briefed about future plan of implementing mobile application for the benefits of students.
Mr. Satinderpal Singh, Consultant, Health and Family Welfare presented Mobile Governance initiatives like ANM Mobile Application for Cancer, Universal Health Coverage Pilot , Unstructured Supplementary Service Data (USSD), SMS Services, taken by Health and Family Welfare department for the benefit of the Citizens . He also presented future initiatives like Patient Real Time Data Access (UHC Pilot), Hospital Tracker to be implemented for effective transparent service delivery to the Citizens.Mrs. Alaknanda Dyal, Director Welfare presented Mobile Governance initiatives implemented by department of welfare for the benefits of citizens. She gave brief presentations regarding various schemes for the benefits of citizens. She also gave brief information about online banking management system, Web portal, scholarships, Mobile application services, shagun Scheme for the benefit of the citizens.Mr. Shivdular Singh Dhillon, Director Food and Civil Supply presented Mobile Governance Initiatives like Tie up with C-DAC for mobile SMS, UID Project, TPDS Project, Grain Procurement Project, e-PDS Portal implemented by Food and Civil Supply department for the benefit of Citizen Centric Service delivery.Mr. Dilraj Singh, Director, Land Records, Punjab briefed Mobile Governance initiatives like 108 Citizen Helpline, Revenue Call Centre, Intqal Rah Dasera, Integrated Land Administration System (ILAS) taken by Revenue ,Rehabilitation and Disaster Management department for the benefit of the Citizens.Mr. Umashankar Gupta PCS SAS Nagar presented Overview of various steps taken by MC SAS Nagar to provide Good Governance by addressing Citizen Grievances and to provide them platform of Online Payment System for the benefit of the citizens. He also presented overview of the currently running projects Toll Free Number and CRAMAT mobile application and Swachh Bharat for the benefit of the citizens.
Mr. K.L Sharma Distribution Head PSPCL presented Mobile Governance initiatives implemented by PSPCL for the benefit of the citizen service delivery. Sh. K.L. Sharma shared details on various initiatives like e-Payment and Complaint Handling System 1912 mobile applications for the benefit of the citizens.Mrs. Tanu Khashyap Deputy Commissioner Rupnagar presented Blood Bank Project implemented in the Rupnagar district for the benefit of citizens. During her presentation on blood bank She also presented details on Blood Donation Camp Management, Blood Collection Management, Blood Requisition and Issue, Blood Discarding, Transfer and Receiving of Blood to and from other Blood Bank for the benefit of the citizens.Mr. Ishwar Singh, IGP NRI & Community Policing presented mobile initiatives implemented by Punjab Police for the benefit of Citizens.He also gave details on delivery of services: Mobile SMS’es for handling public complaints ,Passport Services, Advance information to petitioner about visit of police official for on the spot verification, After 10 minutes of message sent , another message is sent ,After completion of verification ,Registration of DDR for the effective citizen service delivery.Earlier, Mr. Akilur Rehman - Senior Consultant P.M from NeGD, Government of India presented e-Governance Competency Framework for effective implementation of e-Governance initiatives for the benefit of the Citizens. He also shared the importance of e-Governance Competency Framework (eGCF) in “Deploy Right and Develop Right” people for the 19 job profile identified for the implementation of e-Governance Initiatives.In the end Mr. Rajnish Malhotra Head SeMT Punjab, Department of Governance Reforms, Punjab, thanked all the officers and officials from various Departments and District Offices of State of Punjab for their kind participation & presence in the Mobile Governance and e-Governance Competency framework conference.
