The Government has recommended the regularization of 22 un-authorized colonies after recommendations of sub-committee constituted under Chairmanship of Commissioner Secretary Housing and Urban Development department.The information was given by the Minister for Urban Development and Urban Local Bodies, Mr. Nawang Rigzin Jora while replying to a question by Mr. Devinder Singh Rana in Legislative Council.The Minister further said that the Committee was constituted by the Government vide Government Order No. 1035/GAD of 2012 to examine the issues relating to the regularization of un-authorized colonies under the chairmanship of Chief Secretary. He said to facilitate the Committee a sub-committee under chairmanship of Commissioner Secretary Housing Urban Development Department was constituted and details included survey list of 22 proposed colonies were submitted.

Mr. Jora further said that some legislators had reservations in respect of leftover areas of these colonies both at Jammu and Srinagar and it was decided that the survey of leftover areas be also conducted by SDA/JDA and Municipal Corporations of Jammu and Srinagar in consultation with the legislators.While replying to another question by S. Dharambir Singh Oberio, Mr. Jora on behalf of the Minister for Tourism said that the norms for conversion of residential houses into paying guest houses have already been notified vide government order no. 224/TSM of 2012 dated 19.04.2012. 

Mr. Jora while replying to another question by Syed Mohammad Rafiq Shah said that the work on Cable Car from Bahu Fort Jammu to Mubarak Mandi would be started very soon.The Minister further informed the House that the Union Ministry of Environment and Forests has granted environmental clearance to the project. He said that the standing committee of National Board of Wildlife in its 26th meeting held on 31st October 2012 has also recommended the project besides, the Central Empowered Committee of the Supreme Court of India has also inspected the site and recommended for the award for final clearance of order. The Committee has recommended the project to the Supreme Court, which shall now fix a date for public hearing in next 6-8 weeks, the Minister said and added that the work was tendered through M/S Rites India Limited who has been engaged as consultants for this project and M/S Damodar Rope Way and Infrastructure Calcutta in collaboration with STM Teleferic Turkey has been awarded the contract.

The Minister further said there is no strip of state land available in and around Kali Mata Bahu Fort temple which can be utilized for beautification of the area.

Mr. Ajat Shatru Singh raised supplementary to the question.In reply to another question by Mr. Showkat Hussain Ganie, Minister for Urban Development and Urban Local Bodies while replying on behalf of Minister of State for Technical Education said that new streams would be introduced in polytechnics after getting the required permission from the All India Council for Technical Education (AICTE).The Minister further said that the Polytechnic College at Shopian is functioning in a private building and Instrumentation and Control, Electronics and Communication Engineering streams have been introduced there.
