Eminent lawyer, researcher, human rights and women’s rights activist Vrinda Grover Saturday said that the State actors responsible for the enforced disappearances and extra-judicial killings of innocent people in Kashmir are still free because no section relating to the crime is present in Indian Penal Code (IPC) and Ranbir Penal Code (RPC).During her speech at Aligarh Muslim University in New Delhi at a seminar organized by I.G.Memorial Trust in memory of a top cop I.G.Khan who was murdered in 2003 and whose killers are still roaming free, Grover said that justice eludes to millions of affected people in India. She said that families of disappeared persons in Kashmir come frequently on roads to seek justice from the government but till date justice eludes them.

Vrinda Grover according to CNS reporter said that even government of Jammu and Kashmir had admitted that enforced disappearances and extra-judicial killings have occurred in Kashmir Valley, but still the families did not get justice.“For the crimes like enforced disappearances and extra-judicial killings, no provision is present in IPC and RPC. The non-availability of such provision in penal codes is the biggest hurdle and continuous sources of frustration for the people who register cases in police stations about the enforced disappearances and extra-judicial killings. Police simply registers a missing case as a result culprits did not feel the burnt of law,” she said.She said that there is an urgent need to amend penal codes to ensure speedy justice to the families of disappeared persons in Kashmir. “You can’t bring a culprit to justice by registering an ordinary missing case. You have to act as per the nature of the crime and not as per the provisions mentioned in the IPC or RPC,” Vrinda Grover said. (CNS)

People's Democratic Party president Mehbooba Mufti Saturday warned that if the violence of 2010 is repeated in the Valley, "You will have hundreds of Masarat Alam" in Kashmir. "We are here for reconciliation. If we can't do it, we might as well pack our bags," she said. Over 120 Kashmiri people, mostly young, were killed in various incidents of stone-throwing in the summer of 2010. Speaking at India Today Conclave in New Delhi, Mehbooba Mufti siad that there is no regret within the Mufti Muhammed Sayeed government over the release of Kashmiri separatist Masarat Alam, which had led to a huge standoff with their allies, the BJP."We need a truth and reconciliation commission for justice in Kashmir just the way it was done in South Africa,” she said.

"We did nothing wrong. We only upheld a Supreme Court order," Mehbooba said at the India Today Conclave in New Delhi. "Why are we subverting our own constitution when it comes to Kashmir? Why subvert the democratic process?" she added.   Mehbooba defended her party's alliance with the BJP which she called "a partnership, not a marriage". "We chose the more difficult path. We need a bridge between Jammu and Kashmir, only then can we build a bridge between Jammu and Kashmir and the rest of India," she said, adding, "There is no honeymoon for us in the government."

On the hanging of Afzal Guroo, she said, "Why be selective when it comes to Kashmir? Why pick up number 28 on the hanging list and hang Afzal Guru? Such actions create suspicions."While comparing between Modi and Vajpayee, she said that, "We can't compare the two leaders. Atal Bihari Vajpayee evolved over a long period of time. PM Modi needs more time." She said that the BJP has walked quite a distance to meet the political aspirations in Jammu and Kashmir.

On Article 370 she said that its not about land or laws. Article 370 is about the people. If you think you remove 370 and everything will be hunky dory, you are mistaken." On Kashmiri pandits she said that she realize their pain as she spent her childhood in the lap of Kashmiri Pandits. (CNS)

 

Drivers accuse traffic cops of thrashing and damaging vehicles

‘Load carrier drivers always create problems for passengers’: IGP

Traffic cops allegedly went on a rampage and thrashed scores of drivers, causing heavy damage to their vehicles at Tool Plaza in Nagrota Jammu on Friday night.Drivers alleged that a particular traffic police officer and his team beat and scared the drivers so much that some of them in injured condition returned back to Jammu. “Our vehicles were loaded with perishable goods and so despite heavy thrashing, we managed to reach our destination in Kashmir,” Gulzar Ahmed Ganaie, a driver from Soput Kulgam told CNS.

Narrating the incident, the Kashmir bound drivers from Jammu said that they reached at 9:30 in evening near Toll Plaza Nagrota. “We as usual parked our vehicles on the one side of the road in queue. The traffic cops including the officer present there were furious as some of the vehicles carrying goods had managed to give them a slip and they were busy in inquiring about the matter with one another. They pounced upon us when one of the drivers just tried to enquire from the officer how much time they have to wait here. The officer wearing a Khaki Jacket along with the team smashed the front and hind glasses of scores of vehicles and thrashed everyone who came in their way,” Ganaie said adding that his vehicle (JK03C-2463) was completely damaged by the traffic cops.

Another driver from Khanbal Anantnag, Ghulam Hasan Bhat said that the traffic officer and his party let loose a reign of terror on the spot. “There was darkness and we failed to comprehend what was happening. Some Srinagar bound drivers felt so scared that they returned back to Jammu in injured condition,” he said adding that at least 15 drivers were injured during the assualt.Another driver said that the vehicles of Muhammad Shaban Dar of Achabal (JKD-6174), Altaf Ahmed Dar of Bijbehara (JK03D-5366), Ghulam Hasan Bhat of Khanabal (JK01-4511) and Gulzar Ganie of Soput ((JK03C-2463) were completely damaged in police action.Refuting the allegations, Inspector General of Police Traffic Muneer Ahmed Khan told CNS that drivers carrying goods from Jammu to Srinagar always create problems for passenger vehicles. He said that these load carrier drivers not only act as goons but also block the way for the passenger vehicles. “I am giving you actual position. 

Withholding capacity for goods vehicles at Udhampur is not sufficient so we allow load carrier vehicles to get parked at Nagrota too. These load carrier drivers always create problems for the passenger vehicles and try to overtake them,” he said adding that their first preference is always a passenger as truck and other drivers survive easily when the road gets blocked as they always keep food and other stock in their vehicles. NC-PDP rivalry:Bridge closed for public movement

Rivalry between the supporters of National Conference and People’s Democratic Party have left the common people flummoxed in Saida Kadal area of Srinagar city. The supporters of one political party after closing what is known as Janata Bridge tried to set it on fire during the intervening night of Friday and Saturday. However, scores of people rushed to spot and doused the fire and forced the miscreants to retreat from the spot.

During Assembly election campaign last year, the supporters of NC and PDP from two localities fought pitched battles in the area on daily basis. The supporters of one political party in a bid to restrict the movement of the supporters of another party closed the Janata Bridge and even dug up a major portion of road. Since November last year the Janata Bridge is closed,” a local of Sultan Mohalla Saidakadal told CNS adding that common people who are not interested in politics suffer heavily due to blockade.

The locals said that they approached Tehsildar Hazratbal and sought his intervention who directed police station Rainawari to open up the bridge for public movement. “Police did not take the matter seriously and the bridge continues to the closed for the public movement. We are surprised how anyone can close bridge that has been dedicated by the government for the people,” a resident Ali Muhammad said.

Reports said that the miscreants tried to set the same bridge on fire. On Saturday morning, the supporters of both political parties attacked one another with stones and sticks. Police rushed to spot and dispersed the furious supporters of these political parties. When contacted Station House Officer, Rainawari informed that they have thrown the bridge open for public movement. “Every time the rival groups clash with each other and create problems for peace loving people. We are on the spot and have cleared bridge from all the bottlenecks,” he said. (CNS)

Vigilance Organisation Kashmir Saturday produced Charge-sheet in the Hon’ble Court of Special Judge Anti-Corruption Kashmir, Srinagar against Niyaz Ahmad Rather, then Computer Operator in Electric Sub-Division Tulmulla Ganderbal in case FIR No. 01/2014 u/s 5(2) J&K P. C. Act Svt. 2006  and 161 RPC. The accused Niyaz Ahmad Rather son of Abdul Salam Rather  R/o Nunar,  Ganderbal was arrested by Vigilance Organisation Kashmir on 28.01.2014, while demanding and accepting a bribe of Rs 1500 from Mohammad Rafiq Najar S/o Noor-ud-din Najar resident of Saloora, Ganderbal for rectifying the wrong meter reading on his electricity bill. During investigation, it was established that the accused Niyaz Ahmad Rather has committed a criminal misconduct by demanding and accepting the bribe from the consumer for his legitimate duty. The next date of hearing has been fixed 16th April 2014. (CNS)

 

JK Cements Management pushes Corp into ruins: Hina Bhat

Once a profitable corporation, the JK cements due to the negligence of the management at the JK Cements has pushed it into ruins."The state of Jammu & Kashmir is suffering a huge loss in crores as the cement plant of one of the premier Public Sector Undertakings (PSUs) of the state has been virtually made defunct by the people at helm. The reason for this is that there is no coal available at the plant so that the plant could function and produce cement as it has been doing for decades now" BJP Leader Dr Hina Shafi Bhat said in a statement.

She said that the managements at JK Cements are responsible for the decline of the corporation, adding that since 2011 the graph of the company has gone down steeply which is a major concern. She added that in view of low production and less revenue generation, JK Cements is in a "messy situation." "The present Managing Director is least bothered over this disturbing situation and he is putting up at Jammu for the past several months or so now" She said.Dr Hina also said that the previous government being hand in glove with the Managing Directors of the JKCL has made several illegal appointments in the corporation which needs to be looked into.Dr Hina urged the state government to appoint technical persons at JKCL so that it is saved from getting permanently shut. Tral youth dies at SMHS hospital

The qualified son of a cop died on Saturday after getting infected by H1N1 influenza virus at SMHS Hospital Srinagar.Nasarullah Wani (26) son of police inspector Ghulam Nabi, resident of Devar Tral area of South Kashmir’s Pulwama district was admitted at SMHS Hospital on Friday afternoon.“He was suffering from H1N1 influnza and from last 24 years Wani was on life supporting system. He died due to multiple organ failure,” a doctor on condition of anonymity told CNS.Panic gripped in Tral town after the news about the death of the youth spread there. “The deceased had done MA. M.Ed in English and was a talented cricketer,”  his neighbour said. (CNS)

 

 

 

Contractors protest against shifting of M&W Division to Nowgam

The ‘Maintenance and Works Division’ at  Tourist Reception Centre, in Srinagar is being shifted to Nowgam bypass. In protest against the move, Down Town Contractors Association (DTCA) staged a dharna on Saturday in front of Tourism Office and prevented furniture and records from being shifted.The contractors alleged that the department is pursuing anti-people policy. By shifting the M&W Division to Nowgam implies that administration is callous towards our problems and want to deprive us from earning a living. Not only we people, but the drivers, tourist operators will suffer badly from the move,” DTCA president Altaf Ahmed Bhat told CNS.

The protestesing contractors said that they used to earn their living by getting contracts in ‘maintenance and works’ division but the move will affect their living. They warned that they will move to court in case the the decision is not reverted. (CNS)

 

Signature Campaign Case:Court acquits Malik, Mir and Kalwal

Chairman Jammu and Kashmir Liberation Front Muhammad Yasin Malik  Was Saturday acquitted by Court along with his two associates in a 13 years old case.Jammu and Kashmir had booked Muhammad Yasin Malik, Javid Ahmed Mir and Noor Muhammad Kalwal in 2003 when they were organizing a Signature Campaign in Kokarnag area of South Kashmir’s Anantnag district. Kokarnag police had registered a formal FIR vide number 152/2003 against the trio when they were in the area with regard to their Signature campaign.

“That Signature Campaign was aimed at to appeal International Community especially India and Pakistan to include Kashmiri’s as well in the dialogue process. It was a peaceful campaign and yet we were booked by the police,” senior separatist leader Javid Ahmed Mir told CNS.

Describing the charges against Malik, Mir, and Kalwal as frivolous and meaningless, Principal and District Sessions Judge Anantnag, Chodhri Muhammad Akram acquitted them all with dignity. Earlier, Muhammad Yasin Malik prayed before the Court hat even the then Chief Minister Mufi Muhammad Sayeed and later Omar Abdullah had approved JKLF’s Signature campaign.JKLF leaders were represented by their counsels Advocate Fayaz Ahmed Sodagar and Advocate Mujeeb-ur-Rehman. A day after the RSS reaffirmed to abrogate Article 370 in Jammu and Kashmir; Peoples’ Democratic Party Saturday said it has the stated position over state’s Constitution, flag and return of Afzal Guru’s mortal remains from Tihar jail.RSS’s stand on Article 370 has not changed; we will never compromise on it. We want the situation to improve. If the situation does not improve, then we will decide,” RSS joint general secretary Dattatreya Hosabale told reporters at a briefing after the three-day brainstorming session of Akhil Bhartiya Pratinidhi Sabha, the apex decision-making body of RSS.

Talking to KNS, senior PDP leader and education minister Naeem Akhtar said that Jammu and Kashmir’s own constitution and flag are the marks of distinction and no one will fiddle with state’s special status.Akhtar remarked that the flag is a creation of the constitution of the state and it has always been in vogue. “There is a practice to show it the due respect that it deserves and which is guaranteed under law.”The PDP leader added that no communication or its withdrawal can affect that position each of the state constitution or the state flag. “Our position is clear and people of the state know it well. Displaying of the state flag during official functions is very much in vogue.”

Over the return of mortal remains of Afzal Guru, PDP said whenever the resolution over the same is brought in the assembly; the house would take a final call.“Let the resolution come. It is the house that will take a final call over the issue of Afzal’s mortal remains. As far as PDP is concerned, we have a stated position over the return of mortal remains of Afzal Guru from Tihar to valley.”

Coming down heavily upon the Peoples’ Democratic Party (PDP) over what it termed following the RSS diktat for withdrawing the government order over state, opposition National Conference (NC) Saturday questioned PDP’s claims, saying if it can’t protect a state flag, how could it safeguard JK’s integrity.“It was not entirely the government decision to withdraw the order 24 hours after over the state flag. It was the pressure created by the RSS and PDP succumbed to it, hence once again preferring compromise over conviction,” NC provincial president Nasir Aslam Wani told KNS.

He claimed that the true colors of the PDP and its intentions towards the state of Jammu and Kashmir have been exposed to fullest while being in power for mere 14 days. “Every single person in the state has come to know that when the PDP can’t even protect the state flag for which the people here have strived since 1931, how it could meet its claims of safeguarding JK’s special status. All the party is doing while being in the government is to barter principles for petty political gains,” Wani said.

The NC provincial president while commenting over the forthcoming budget session said the Party has no hopes over this budget. “But we are keeping our fingers crossed. We hope that the immense sufferings of the flood ravaged people of the state would end at an earliest and the government must take the steps without further delay,” he said. “The Union budget too has disappointed the people here as it least mentions any package for the flood hit people.”

The proposal of Rs 44 thousand crore is gathering dust with the government. We had submitted it last year but so far no action has been taken. Whatever the flood victims received was during the tenure of the previous dispensation,” Wani said

He said that the party has devised the strategy to oppose any move of the government aimed at scarping 370 and state subject laws.  “Whatever is needed will be done. We will protect state’s integrity till the last drop of blood. In whatever way, we would not shy away even from taking to streets to corner the government,” he vowed.Taking further jibe at PDP, the NC leader claimed that party’s true intentions will be the major reason for its collapse and the time is near for the same. “It is not PDP but the diktat following machine of the RSS. It is here to implement what RSS proposes for the state.”

 

 

Budget will expand constituency of peace in JK: Drabu

The finance minister Haseeb Drabu Saturday reiterated that the budget being introduced this year would ‘expand the constituency of peace in the state of Jammu and Kashmir with its contents being demystified thoroughly’.Talking to KNS, Drabu said that the state budget this time would be aimed at providing relief to the perturbed people and mitigating their sufferings. “I can only say that the budget would expand the constituency of peace. Every finance minister so far has stated that his budget was pro-people. No one can say it isn’t,” Drabu told KNS when asked whether the budget would address the basic needs of the state at present.Refusing to divulge further information about the relief and rehabilitation measures being taken up by the government during the coming budget session, he stated that facts will be made public only after the budget would be introduced on the floor of house.

Commenting over the pending proposal of Rs 44 thousand crores for the relief of the flood victims, submitted earlier by the state government to Government of India, the finance minister said that the deputy chief minister Nirmal Singh has already stated that the government is working to get the proposal approved. “I think when the deputy CM has made a comment over this issue, I cannot elaborate any further.”Pertinently, Jammu and Kashmir government on March 2 proposed to the Governor to summon the budget session of the state Legislature from March 18.This will be first budget session of PDP-BJP government led by Mufti Mohammad Sayeed, which assumed power in the state on March 1.

The cabinet that met under the chairmanship of the Chief Minister Mufti Mohammad Sayeed advised the Governor to summon and address the joint session of the state Legislative Assembly on March 18. The chief minister has also advised the Governor NN Vohra to fix March 18 as the date for holding elections to the post of Assembly Speaker.The Governor has also been advised to call upon the elected members of the Legislative Assembly to make and subscribe oath on March 17.Meanwhile, the chief minister also advised the Governor to appoint Mohammad Shafi Uri as Pro-tem Speaker to discharge the functions of the Speaker till the election of the Speaker of the Legislative assembly was held.

Don’t panic over swine flu threat: Dir Edu to parents

As schools till 8th standard in Kashmir are reopening on March 16 amid the swine- flu threat, authorities Saturday said they have taken all measures to ensure the safety of the students.

Parents earlier had raised concern over the safety of their children saying the government is exposing them to the worst situation to get infected. “All we want to ensure the parents who are sending their kids to school from March 16 is that the department has taken all safety measures in hand before declaring schools open for children,” Director Education Kashmir Showkat Ahmad Beigh told KNS.

He added that the directorate has held detailed meetings  with the health experts of the state and ensured do’s and don’ts to protect children from getting exposed to the deadly disease. “We are equally concerned for the school children as much as are their parents. We will not take any decision that would endanger the lives of our students. Safety is our prime concern and we have taken all the required steps,” Director said.

He maintained that the department on the suggestions of the medicos has decided to avoid morning assembly in schools besides keeping close vigil over the children. “We have directed all our teachers to monitor the health of every student in the class so that if any kid has cough or cold be taken care of and his mingling with other students be avoided,” he told KNS.Parents earlier were up in arms against the decision of the government to throw open the school saying the swine flu disease which has taken toll in the state must not attack the school going kids.Earlier, the coaching centers here had also called off their classes citing the threat of the deadly virus as a major reason.

The former parliament member and National Conference (NC) leader Shareef-ud-din Shariq Saturday said his reports of leaving the party are ‘incorrect’ and that he would strive to strengthen the party in days to come.“The reports that galore earlier about me bidding farewell to NC are incorrect. I would be a hypocrite if I leave the party at present. Rather I am striving to strengthen the party at grass roots. I have been with NC since decades and how could I leave this party at present,” says Shariq, adding that his party needs him most at present.“It was NC took me from a far off village to parliament and accorded me fame and respect. It would be unfortunate if someone reports that I am leaving the party,” he said.

Over the return of the mortal remains of Afzal Guru from Tihar jail, Shariq said that NC has no objection if the remains of Guru would be brought back to valley for the last rites. “So far the party has not decided whether to support the resolution in assembly or not but my personal opinion is that Guru’s remains must be returned,” the former MP said.The senior NC leader stated that GoI must not remain reluctant to take such initiatives which would ensure peace and stability in Jammu and Kashmir. “It would indeed not be disastrous as being projected if the political prisoners are released. Why such hue and cry is being raised”

 

 

Mir accorded rousing reception

President J&K Pradesh Congress Committee and former Minister Ghulam Ahmad Mir was accorded rousing reception on his arrival here by party leaders and workers on his arrival from Jammu.“He was brought to the PCC headquarters followed by a long cavalcade of vehicles. While strongly condemning the government decision of halting the release of the other political prisoners after a political storm rose on the release of the Masrat Alam Bhat, Hurriyat Conference (G) Saturday said that there are still hundreds of Kashmiris languishing in different jails within and outside the state.In a statement to KNS a spokesperson of the Hurriyat (G) said, “People like Dr. Mohammad Qasim, Ghulam Qadir Bhat, Dr. Ghulam Mohammad Bhat, Dr. Mohammad Shafi Shariti, Muzaffar Ahmad Dar, Mohammad Shafi Shah, Talib Hussain, Shakeel Ahmad Yatoo Shopian, Mohammad Shaban Dar Kulgam, Nasir Abdullah, Nazir Ahmad Mantoo, Showkat Ahmad, Mohammad Yaseen Yatoo, Nisar Ahmad Bhat, Abdul Ahad, Zubair Ahmad Turay, Mohammad Sayed Bhat, Fayaz Ahmad Peer, Touseef Ahmad Kulgam, Ishfaq Ahmad, Naveed Ahmad and Sameer Ahmad Gojri are in languishing in jails and most of them are under the preventive custody who have been issued release orders by the Court.”

He accused Mufti Syed led government of scoring political points over the release of the Masrat Alam while as he was released on the court orders and this release is no favour to him. “The new administration has released only one political leader while as there are more than 500 Kashmiri pro-freedom people still in jails and most of them have no case or no charge sheet. They have been detained under the very cruel, unfair and black laws of the world and their continuous imprisonment is grave human rights violations as well as the grave violations of the international laws,” he claimed.

The Hurriyat (G) spokesman said, “We are ideologically and consciously fighting peacefully and politically against the forced and illegal occupation of India over Kashmir and the complete freedom of Jammu & Kashmir is our only dream for which thousands of brave and bold people have offered their precious lives and this process is still continue and will remain so till the dawn of the freedom.” He expressed deep concern over the reports that an activist of the Tehreek-e-Hurriyat Nazir Ahmad Mantoo who is in custody of the Shopian police station “is being pressurized by the police to give in writing that he will completely break his affiliations with the Tehreek-e-Hurriyat and will not work for the party from now on.”“This is the new policy of Mufti government which they are using against the pro-freedom people,” he said.

 

 

Hurriyat (M) terms AI statement on PSA as reflection of reality

Hurriyat Conference (M) Saturday termed the recent statement of Amnesty International  where it has condemned the ‘abuse’ of infamous Public Safety Act (PSA) in Jammu and Kashmir, saying it violates right of the victims, as a reflection of reality.In a statement to KNS a spokesman of the Hurriyat (M) said, “The unbridled powers vested with the government forces under draconian laws like PSA and AFSPA continue to be the main cause of gross human rights violations in Kashmir adding, such powers vested with the Indian troops has also in a number of instances resulted in the killing of innocent souls.”

“AFSPA has acted as a shield for the accused army personnel, operating in Kashmir, in various human rights violation cases and is one of the main reasons why the accused have never been brought to justice or punished for their heinous crimes,” he said.

Referring to awarding of life sentence to one more accused in Machil (Kupwara) fake encounter case, the spokesman said, “The court martial and the sentence awarded to the culprits in the same case previously was not carried out because the Northern Command of Army did not ratify the punishment which indicates that the whole process so far has proved to be nothing more than propaganda of the government about the safe guard of human rights.”

Quoting the report of AI, the spokesman said according to the Amnesty International about 8- 20 thousand people have been booked under PSA, which is speaking evidence that proves how the draconian laws are being used by the armed forces to the detriment of the innocent civilians and how the law is misused to curb the basic freedoms and rights including the right to life of the people of Kashmir.

Government appointed State Human Rights Commission is not only ineffective and without any credibility because of non implementation of its decisions by the government but has now become completely defunct because for the last more than three months the commission is without members where as it has been without a permanent chairman for last more than three years. This speaks itself about the seriousness of the government about its claims regarding the safeguard of human rights violations,” he added.

 

 

Recruit Kashmiri youth in paramilitary forces: BJP

Bharatiya Janata Party on Saturday urged the union home ministry to conduct special recruitment drives for Kashmiri youth in paramilitary forces, including CRPF, BSF and CISF.

In a statement here the BJP spokesman Khalid Jehangir said, “Kashmiri youth want to serve the country and have shown keen interest in recruitment drives organized by Police and Army.”

Jehangir said that conducting open recruitment drives for the Kashmiri youth would foster the bond between the people of Kashmir and rest of the India. “Times have changed and thousands of Kashmiri youth are coming forward to serve the security forces. It’s the duty of the central government to encourage these boys and absorb them,” the BJP spokesman said. Jehangir said that he would meet the Union Home Minister and the chiefs of various paramilitary forces in coming days and would request them to hold maximum open recruitment drives across Jammu and Kashmir in 2015. 

The BJP spokesman said that unemployment is a grave issue and it needs to be addressed without wasting anytime. “People at the helm should take a serious note of unemployment problem and they should ensure that more and more employment avenues are created for the youth,” he added.Jehangir said that BJP is committed to empower the people of Jammu and Kashmir and state unit of the party would leave no stone unturned to accomplish the mission of the Prime Minister Narendra Modi. 

 

 Contractors hail govt decision to publish white paper on health of state’s economy

Jammu and Kashmir Contractors Central Coordination Committee (JKCCCC) has hailed government’s decision to publish white paper on health of the state’s economy.In a statement to KNS a spokesman of the JKCCCC said, “It was long pending demand of the contractors that the a white paper should be published on the state’s funds allocation on different schemes for three regions of the state.”General Secretary of the JKCCCC Farooq Ahmad Dar said government has made a good decision to publish white paper about state’s economic growth and funds’ allocation. “For last three years, we have been demanding that a white paper highlighting funds allocation and expenditure for various schemes should be made public. Though the move has come later but it is still a welcome decision which will clear doubts among people about funds allocation and expenditure,” he said.

JKCCCC, however, asked government to prepare a white paper about the funds allocation, expenditure and diversion of all the three regions of the state for past five years.“Kashmir valley has not seen any development or any economic well being for many years. If this government is serious about working for the welfare of the business community and for the uplitftment of the state’s economy, it should clear the doubts of the people by showing the expenditure of every single penny for past five years,” said Dar.

Dar alleged successive governments have been showing discrimination against Kashmir and preferred Jammu for development.“Now government is preparing budget for the next financial year. It should keep state’s bad economic health into consideration while allocating funds. Government should come up with strong budget for Kashmir so that it’s economy is lifted,” said Dar.

Lawyers Club Kashmir (LCK) in its meeting on Saturday asked the government to shift the Sadder Court back to its original position within three months or else the lawyers will take to streets.LCK in a statement issued to KNS condemned what it said “the communal mindset of Indian Parliamentarians who feel insecure by the peaceful political resistance by the people of Jammu Kashmir.”“The parliamentarians and media houses have never bothered to comment upon the mass killings, rapes, disappearances and tortures by forces in Jammu Kashmir. Instead they have given awards and rewards to people like Mumma Kana and others who killed innocent Kashmiris to crush the peaceful resistance of People,” the statement alleged.

The Club also condemned the “criminal silence by Indian Parliamentarians over the mass rape of Kunan Poshpora and Killings at Chattisinghpora and hundreds of like incidents.”


JK cements struggle for survival as liabilities cross 100 crore;

‘Plant defunct from last 3 weeks, Government clueless’

Once a debt-free, cash-rich company, the State owned Jammu and Kashmir cements limited (JKCL) has now become a pauper fighting for survival as the company is facing severe financial crisis.In a shocking revelation the cement plant situated at Khrew is defunct from last 3 weeks as the company is not in a position to purchase coal, raw material and pay salaries to its 800 employees to make the plant run continuously.“The company has failed to pay the salaries of around 800 employees from last three months, which is worth 40 crores. Company is also indebted to various financial institutions and vendors to pay huge amounts aggregating Rs. 50 crores,” one of the officials of the company wished anonymity told KNS.

He revealed that during past two months liabilities have increased from Rs 50 crore to 100 crore and cautioned that if the condition remains same there is every possibility of closer of this prestigious plant. Another senior official of the plant who is working in finance section of JK cements confirmed that liabilities in JK cements have crossed 100 crore . “Pending bills of loan from banks and other financial institutions is 60 crore, while as pending amount of vendors is16 crore. The arrears of employees is 24 crore and salary 6 crore including the 2 crore pending amount of retire employees,” the officials said and added that with each passing day the financial health of the Plant is worsening.

The sources in the corporation told KNS that from last few years the company has derailed from its path, due to the flawed policies of management and has been rendered as a loss generating unit.The employees of the corporation urged Chief Minister to intervene and frame a strong policy for revival of J&K cements ltd.“We demand that Chief Minister Mufti Mohmad Syeed should intervene to look into all the unlawful activities of the corporation. The CM should also direct all government executing agencies to lift and purchase cement only from J&K Cements Ltd as per the cabinet order,” .

It is pertinent to mention here that inquiry report by former Chief Minister Omar Abdullah had unearthed a mega Scam of Rs 100 crore in state-owned JK Cements Limited. The inquiry report had held former managing director, JKCL, responsible for illegal appointments, purchasing of sub-standard items costing over Rs 100 crore losses to the JKCL, besides misleading the government on commissioning of Samba grinding plant.

The insiders blamed that despite, number of complaints against the mismanagement of the corporation the NC congress government were least bothered.J&K Cements Limited (A J&K Govt. undertaking) was established in the year 1978. From its inception the company had always been in profit and was considered one of the most profitable PSU in J&K State. The company had continuously paid huge dividends towards State Govt. (KNS)

State Congress President G A Mir Saturday termed the government’s decision to revoke its order on state flag as unfortunate.Talking to KNS he said, “Why did government issue an order first and then revoked it. It shows communication gap within the government.”“The decision is an insult to the flag of the state,” he added.Meanwhile, Deputy Chief Minister Nirmal Singh told reporters in Jammu that it (revoking the order) is a government decision. “Some officers had issued the order without taking the government into confidence. Mirwaiz appreciated Pakistan's unflinching support to the Kashmir cause and to the path of dialogue and hoped that India will also accept that subjugation of Kashmiri people cannot continue forever.Mirwaiz announced that on the completion of Golden jubilee celebrations of AAC a huge rally will be held on 20 June, 2015 in Srinagar to commemorate the efforts and contributions of the party leaders and workers during the past 50- years.He paid rich tribute to the former party General Secretary Ghulam Muhammad Bhat, on his 6th death anniversary and praised his contributions made not only to the party but also to the movement.At the meeting, the party officials, workers and volunteers renewed their pledge to the movement and promised their leader that they will wholeheartedly participate in all party activities and fulfill all their responsibilities towards the party. Awami Ittihaad Party (AIP) President and MLA Langate Engineer Rashid has blasted Mufti Sayeed lead PDP- BJP Government for withdrawing the circular that had called for constitutional authorities to maintain the sanctity of the state flag,In a statement to KNS he said, “PDP and Mufti Sayeed are succumbing under the pressure of Hindutva brigade of BJP and by saying that the said circular was not approved by a competent authority tantamount to rubbing salt on the wounds of Kashmiris. This withdrawal of circular is blatant violation of constitutional norms and flouts all the prescribed rules and regulations. The issue of our own National Anthem and having our own State Flag holds key to the existence of every sane citizen of Jammu &Kashmir and no compromise would be made over it.”

Engineer Rashid made it clear that pro- Jammu & Kashmir party like AIP will protest this murderous act on constitution with all force. “ We will protest with all force and not tolerate any onslaught on our constitutional rights .This circular issued first was the first bold step taken by the government but as it is becoming evidently clear that Mufti Mohammad Sayeed for the lust of power has totally bowed down and BJP is virtually playing with the Constitution of J&K. This flag needed to be placed at least on Kashmir Houses located in Delhi, Chandigarh etc but now even efforts are to do away this also as a part of larger conspiracy.”Rashid stated that Deputy Chief Minister Nirmal Singh by stating that action will be taken against those who issued this circular is lasting and violating the constitutional paradigms. Emphasizing on the need of developing Jammu region as independent tourist destination to explore unexploreable areas, senior leader of the Peoples Democratic Party (PDP) Vikramaditya Singh today appreciated decision of Chief Minister Mufti Mohammad Sayeed for initiating revolutionary step to work out a blueprint for exploring tourism in this region.

In a statement issued here today, Vikramaditya Singh stated that there was tremendous potential to develop Jammu as an independent tourist destination. “This region has huge potential of developing as biggest ever tourist destination of the country”, Mr Singh said and observed that there was need to develop more and more places to divert pilgrims of Mata Vaishno Devi towards these new unexplorable destination.

Vikramaditya Singh emphasized on the need to focus on infrastructure development and environmentally friendly projects in this region. He said that development of Jammu airport must be taken up on number one priority as it was the first impression and experience of any tourist that lands in the City of Temples. “Currently visitors have to face great inconveniences both at entry and exit points of the airport”, he pointed out, adding, “ In addition  to the points mentioned by the Chief Minister in phase one,   promotion of adventure tourism like river rafting on  the river Chenab  and para gliding can also become major tourist attractions”.PDP leader expressed his satisfaction that the Chief Minister and his highly qualified team have taken an early initiative in this field. “In his previous tenure as Chief Minister Mufti Mohammad Sayeed had taken many historical steps to develop tourism”, he said and pointed out after assuming charge Mr Sayeed has started initiating steps in this direction.

The State cabinet is meeting again on Sunday under the chairmanship of Chief Minister Mufti Mohammad Sayeed at Jammu for a reshuffle in the civil and police administration.Sources told KNS that the cabinet will meet at 11 am on Sunday under the chairmanship of Chief Minister Mufti Mohammad Sayeed during which the transfers and postings in civil administration and police will be on top of the agenda.Meanwhile one of the cabinet minister wished anonymity confirmed to KNS that the transfers in the civil administration and Police are on the agenda in the cabinet meeting. “The Cabinet meeting is scheduled for 11 am tomorrow to discuss various issues including the reshuffle in the civil and police administration,” the minister said and added that on Monday cabinet will meet again to discuss the budget session.

This will be the first reshuffle in administration and police after PDP and BJP took charge of the state government last month.Meanwhile well informed sources told KNS that a list of civil officers to be transferred was being prepared by the Chief Secretary in consultation with the CM’s secretariat on Saturday. “The government has prepared a list of honest officers for their important assignments,” sources said.However sources said that the agenda of the meeting was not circulated, till late Saturday evening, but added that some high profile transfers are on the cards. Police team of Anantnag lead by DYSP Headquarters raided in Chee village and arrested five gamblers namely, Hamidullah Bhat R/o Qazigund, Ashiq Hussain R/o Lazibal, Waheed Ahmad Mir R/o Mirbazar, Nazir Ahmad Nanda R/o Naibasti, Mohammad Afzal Beig R/o Khrew Malpora and recovered 55000 stake money From the spot and seven bundles of playing cards. Police has assured of intensive steps to be taken to eradicate the menace from the general area PF Anantnag.
