Without any chances for regularization, 53000 casual, need based engaged by Govt.

Despite having no proposal for their regularization 53000 people have been engaged by the state government as casual or need based workers in various government departments.According to the KNS correspondent, during the proceedings of the Legislative Assembly here today G.M. Saroori submitted the question asking the government whether it is a fact that thousands of youth are working as casual laborers in various government departments. The finance minister Abdul Rahim Rather while responding to the question on Friday admitted that as per the information received in the finance department upto July 2, 2014, around 53,000 casual and need based workers are reportedly working in various government departments.

The finance minister informed the house further that there is no verified data base of such workers available who are paid out of works contingencies and even plan and non plan funds and given the nature of their engagements, some delay cannot be ruled out. Saroori had asked whether the daily wages are not being to the casual and need based workers engaged in various departments.It was further asked by Saroori to the government about the states of regularization and enhancement of wages to the need based and causal workers.The government in its respond stated that the government has constituted a committee to go into the magnitude of the problem relating to casual laborers. It maintained further that engagement details relating to such class of workers are being collected for its placement before the cabinet subcommittee meet for its consideration.

Pertinently, the government on August 28 said that the daily wagers engaged before January 31, 1994 shall be eligible for regularization and no regularization policy has been formulated for casual and need based workers.The state Finance minister while responding to the question submitted by the PDP legislator Mushatq Shah about the policy for the regularization of daily wagers, also admitted that no casual and need based worker has been regularized from 2002 to July this year.The government said that the daily wagers and work charged employees engaged before January 31, 1994 shall be eligible for the regularization after the fulfillment of the criteria. The government said that on the date of the appointment his age was within the minimum and maximum age limit as prescribed for appointment in government service. The daily wager must possess the prescribed academic or technical qualification for the post against which he is required to be regularized. The government said the daily wagers will be regularized against the class-IV posts.The government stated the aspirant has completed seven years of the continuous period of working as daily wage or work charged employee or partially as daily wage and partially as work charged employee.
