The noble initiative of Punjab Government to empower the citizens to take the delivery of Citizen Services as a matter of right has achieved tremendous success, with 1.5 crore citizen availing the services under Right To Services Act during its first year alone.Reviewing the implementation of RTS Act in a meeting with the Chairman Right to Service Commission Mr. S.C.Aggarwal, the Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal said that the basic purpose of empowering the citizens has been partially fulfilled with only pendency of 0.93 % civil services and 4.66 percent pendency of police services as per latest data.

Stressing upon the micro analysis of inpidual services, Mr. Badal said that we should not get complacent with statistical data to do micro analysis right from desk level. He felt that in the critical services like Demarcation of land, Police Verification, Sanction of Building Plan, NOC from various departments and some Municipal Services, the achievement was not more than 50 to 60 percent. He said that this shows that either our timelines were unrealistic or something was wrong at the delivery end. He asked the Chief Secretary to conduct a thorough study of this problem to achieve satisfaction level of 99 percent and above.

Approving new software for micro management, Mr. Badal said that by the new software the moment a citizen apply for a service he would give his mobile number and he would immediately get SMS informing about his request for the service, specific dates on which that service would be delivered and would give him a unique identity number. He said that the citizen by entering that Unique Identity Number on the web portal of the department would be able to track the progress of his application online and on completion of the process of his service an SMS would go to the citizen informing him about the successful completion of his service.

Requesting RTS commission to play more proactive role, Mr. Badal said that by online live monitoring the delivery of services by various departments they should suo motto take cognizance of delay happening at any level and instead of waiting for people to appeal, the Commission penalize the erring employ, besides putting a warning in his record. He said that Commission should also launch a multimedia campaign to educate the masses regarding Right to Service Act so that more and more people should come forward to exercise their right in the act.Prominent amongst those present in the meeting included Dr. Parmod Kumar, Chairman Governance Reforms Commission, Mr. S.C. Aggarwal, Chairman Right To Service Commission, Mr. Rakesh Singh, Chief Secretary, Punjab, Mr. C. Roul, Secretary Governance Reforms and Principal Secretaries of all concerned departments.
