Secretary Administrative Reforms (AR) Dr. Purnima Chauhan today here presided over a workshop on Public Service Guarantee Act-2011. She said that state government is endeavoring to progress beyond merely delivering time bound  public service so that public service becomes a reality for the people of State.She said that State Government is obliged to give time bound services even if the citizens are not aware and to implementing HP Public Service Guarantee Act 2011 more effectively. The Government is providing 188 time bound services under 27 departments in time bound manner in which nearly 13000 authorities are designated and are monitored by nodal officers at State and District levels. These initiatives are comprehensive and ready for officers & citizens and it will help in increasing awareness about various entitlements of the citizens, she added.She said that nearly 73 major services were being provided online through 9 web portals so that people from remote areas need not travel long distances to state or district headquarters for availing facilities and redressal of their grievances. Efforts are being made to provide services speedily to citizens without any delay.She said that we are also introducing CM Dashboard for this purpase. 

Through this, the information regarding progress of various developmental schemes can be monitored effectively by Chief Minister himself at a glance. Various statistics of different departments will be published on Dashboard, which will provide 24x7 insight of all departmental activities.She further said that Himachal Pradesh is ranked first among 12 small states in 2018. It is the first State to pioneer the District Good Governance Index for measuring governance performance on seven themes, eighteen focus subjects and one hundred indicators as a self evaluation mechanism. She said that we have also done indexing at District level and among all the districts Shimla have been ranked first in overall performance.This Public Service Guarantee Act is available for the delivery of services to the people of Himachal Pradesh within stipulated time limit. A provision of penalty up to five thousand rupees has been made in the Act for the officer responsible who failed to provide service or has caused delay in providing such service without sufficient and reasonable cause. She said that we have already received six cases in compendium and penalties have already been imposed on them. This will not only improve the standards of governance but will also provide society a strong foundation for good governance.Joint Director I.T Anil Semwal, Deputy Secretary (Revenue) P.K. Tak, Deputy Directory (Industries) Sanjay Sharma, Secretary, HP State Information Commission Krishan Kumar, Deputy Chief Engineer (HPSEBL) Vidyut Bhawan, Shimla N.P Gupta gave their Power Point Presentation during the workshop.Deputy Secretary Rajesh Sharma, Professor R.S Kapoor, HIPA, and senior officers from Administrative Reforms Department were also present among others during the workshop.
