Chief Secretary B.K. Agarwal was awarded degree of M. Phil. by Panjab University in the convocation held in Indian Institute of Public Administration at New Delhi.B.K. Agarwal has a Master's degree in Civil Engineering from IIT Delhi. M. Phil. degree has been awarded by Panjab University on the basis of his thesis 'Conclusive Land Title System for India'.The Degree was conferred by Lt. General Abhay Krishna GOC Central Command. former Governor of Karnataka T.N. Chaturvedi, former Governor of Chhattisgarh Shekhar Datt and former Defence Secretary Yogendra Narayan were also present on the occasion.
