Chief Secretary BVR Subrahmanyam today said the government will put in place an appropriatemechanism to regularly monitor progress on execution of languishing and new projects to be funded by Jammu and Kashmir Infrastructure Development Finance Corporation (JKIDFC).“We shall have to jointly work with fresh commitment and a sense of urgency to transform the State’s beleaguered developmental landscape so that perceptible change gets reflectedon the ground,” Chief Secretary said while chairing amarathon meeting at the Winter Secretariat here to review the status of languishing and new developmental projects in Baramulla, Bandipora and Kupwara districts to be taken up for funding through JKIDFC.Divisional Commissioner Kashmir Baseer A Khan, Deputy Commissioners of Baramulla, Bandipora and Kupwara districts, Provincial Heads of the departments of Education, Agriculture, Industries, R&B, PHE, I&FC, Health, CEO JKIDFC, and other senior officers attended the meeting. The key officers of the three districts also attended the meeting.Chief Secretary stressed on the district administrations to prioritizesuch new and languishing projects which can be completed within a short span of time, thereby addressing the pressing requirements of the population particularly those living in the remotest areas.“Better coordination among Divisional Administrations, District Administrations and Engineering Departments is imperative to assess the urgent developmental requirements in each district and preparation of proper DPRs for projects without cost overruns,” Chief Secretary said.Chief Secretary directed the Deputy Commissioners to take up execution of various works concurrently so that the projects are completed within a span of one to two years.  

Chief Secretary invited suggestions from Divisional and District administrations on setting up of world-class sports infrastructure in the districts so that youth can be polished into players who can represent the state at the national and international levels, thereby bringing laurels to J&K.During the meeting, Deputy Commissioner Bandipora informed that 229 languishing projects have been identified in the district of which 33 projects costing around Rs 48.86 crore stand approved for JKIDFCfunding. He said the district administration has also identified new projects amounting to around Rs 485.23 crore which will be proposed for JKIDFC funding.“There are 160 genuinely languishing projects in Bandipora which can be pushed through the system by the district administration,” Chief Secretary observed.In Kupwara, the district administration has projected 115 languishing projects costing Rs 246.76 crores for JKIDFCfunding. The district administration at today’s meeting projected more schemes costing Rs 160 crore for JKIDFC funding which include projects of critical importance.Taking note of the non-availability of building material with various departments, Chief Secretary directed JKPCC to share its resources with other departments so that the developmental works don’t suffer.The district administration of Baramulla informed that languishing projects of around Rs 209 crore have been projected for funding by JKIDFC. The district has 160 languishing schemes worth Rs 380.02 crore and 11 schemes worth Rs 60.11 crore. 13 new schemes of around Rs 86.69 crore have been projected for JKIDFC funding, making it a total of 184 schemes amounting to Rs 526.82 crore.Various issues related to PHE and PWD sectors were raised during the meeting. Chief Secretary assured that steps will be taken to address these issues expeditiously.
