The Himachal Pradesh Cabinet in its meeting held here today under the Chairmanship of Chief Minister Jai Ram Thakur accorded its approval to  implement Sashakt Mahila Yojna in the State with a vision to empower rural women by providing them an interface for organization and socio-economic  development. The scheme also envisages to link rural women with sustainable livelihood opportunities and improving their skill by imparting training.The  Cabinet gave its permission in principle to open government pharmacy college in Seraj area of Mandi district.The Cabinet gave its consent for creation  of Sub Tehsil at Mandap in district Mandi which will have total 9 patwar circles for population of 12440.The Cabinet decided to open a Police Post at  Yashwant Nagar under Police Station Rajgarh in Sirmaur district along-with creation of seven posts of various categories to facilitate the people of 48  villages of the area. Similarly, it also approved to open Police Post at Shoghi under Boileauganj Police Station in Shimla district.It approved to fill up 54  posts of Junior Office Assistant (IT) on contract basis in Women and Child Development Directorate, Himachal Pradesh. Nod was given to fill up the  posts of three crèche workers and 15 posts of crèche helpers in crèches being managed by H.P. State Council for Child Welfare under National Creche  Scheme in different districts of the State.The approval was also accorded for creation and filling up ten posts of Junior Office Assistant (IT) on contract  basis in Industries Department.The decision was made to convert part time workers of all the departments of the State Government including part time  water carriers of the Education Department who have continuously completed eight years of their service as on 31st March, 2018 and 30th September,  2018 as daily wagers.It agreed to open Ayurvedic Health Centre at village Sain in Bharanta Gram Panchyat of Thural tehsil in Kangra district along-with  creation of requisite posts to run this Centre.

It also gave its approval to fill up vacant 84 posts of warders in H.P. Prisons and Correctional Services Department on contract basis.The approval  was given to fill up ten posts of Class-III and Class-IV of different categories in Himachal Pradesh Technical University, Hamirpur.The cabinet also  approved amendment to Section 35 of the H.P. Town and Country Planning Rules, 2014 so that the deviations in the construction could be  compounded expeditiously in light of various judicial pronouncements.A presentation was given by the Tourism and Civil Aviation Department on  Ropeway system for tourist pilgrims and decongestion of cities in the State.The Cabinet in its meeting decided to fill up 2277 vacant posts of various  categories of teachers on contract basis in the Elementary Education Department. These include 671 posts of JBT, 835 of TGTs, 375 posts of Shastri  and 396 posts of Language Teachers.It decided to implement the Himachal Health Care Scheme (HIMCARE) in the State. The cashless treatment  coverage of rupees five lakh per year per family will be provided under the scheme on family floater basis to all five members of per family as a unit.  The treatment will be provided on the basis of pre-defined package rates in the empanelled hospitals. The hospitals empanelled under Ayushman Bharat  will stand automatically empanelled for HIMCARE.  This will cover all families of the State which are not covered under Ayushman Bharat scheme.In  another major decision, the Cabinet gave its approval to establish the Himachal Pradesh Gau Sewa Aayog for preservation, conservation and welfare  of cows in the State. It would regulate the institutions like Gausadans, Gaushalas, cow sanctuaries, Gau Vigyan Kendras and community animal rearing  centres etc. engaged in welfare of cows. The Aayog would also be helpful in addressing the problems relating to abandoned cows.The Cabinet also  approved the lease amount of Patanjali Yog Peeth as per the Lease Rules.The approval was accorded for Himachal Pradesh State Urban Solid Waste  Management Policy with an objective to provide directions for carrying out the waste management activities in a manner which is not just  environmentally, socially and financially sustainable but also economically viable.

A decision was made to establish one Additional District and Session Court at Nalagarh in Solan district and four Civil Courts at Kullu, Banjar, Tissa and  Shillai alongwith creation and filling up of requisite posts.The decision was taken to fill up ten posts of Executive Officers for Municipal Councils and  seven posts of Secretaries for Nagar Panchayats through direct recruitment.The approval was accorded to implement Mahila Shakti Kendra Scheme in  Chamba district which aims at making rural women aware about their rights and help them in getting benefits of various schemes being implemented by  the government.  It also approved to fill up a post of Women Welfare Officer and two posts of District Coordinator for implementing this scheme.It was  decided to fill up 15 vacant posts of faculty (Assistant Professor) through direct recruitment on regular basis through Himachal Pradesh Public Service  Commission in Pt. Jawahar Lal Nehru Government Medical College, Chamba.The Cabinet gave its consent to create and fill up 107 posts of various  categories on contract basis in H.P. Prisons and Correctional Services Department which include 3 posts of Assistant Superintendent (Jail), 10 posts  of Head Warder (Male) six posts of Head Warder (Female), 75 posts of Warder (Male)  and 10 posts of Warder (Female) and three posts of  dispenser.With a view to check violations of Motor Vehicles Rules and generate more revenue to the State exchequer, the Cabinet decided to enhance  the composite fee on the vehicles entering the State from other States.The Cabinet gave its nod for creation of an IT Cell in Irrigation and Public Health  Department for successful implementation of the management information system along-with creating and filling up of six posts of various categories on  contract basis.It also decided to open IPH Sub Division at Kotlu in Karsog Division of Mandi district along-with creation and filling up of requisite  posts.The Cabinet gave its approval to nominate the Confederation of Indian Industry (CII) as the main partner at National level for Himachal Pradesh  Global Investors Conclave proposed to be organized in June, 2019 at Dharamshala. It was also decided that a Sub Committee would be constituted  under the Chairmanship of Additional Chief Secretary (Industries) to hold discussions with CII and finalising the Memorandum of Understanding.The  decision was taken to transfer the government land along-with old building of Sub Divisional Officer (Civil) in Nurpur in Kangra district for construction of  judicial complex.The Cabinet gave its nod to add two more trades viz. Automobile engineering and Electrical Engineering in Government Polytechnics  Dhaulakuana in Sirmaur district with intake of 60 seats each along-with creation and filling up of requisite posts.
