Union Joint Secretary National Rural Livelihood Mission (NRLM), Ministry of Rural Development, GoI, Atal Dulloo today chaired a meeting to review the implementation of Umeed and other flagship programs in Jammu and Kashmir. The meeting was held at Jammu Kashmir State Rural Livelihood Mission office in Dalgate. It was attended by Mission Director JKSRLM Abdul Rashid Var, Additional Mission Director Kashmir, Rifat Aftab Qureshi, Senior Project Mangers Umeed, Block Programme Mangers and other officials.While addressing the meeting, the Joint Secretary directed the officials to ensure that all the developmental schemes are executed efficiently for the women empowerment and maximum benefits to the poor living in rural areas.He directed the concerned to expedite on the recruitment process of staff at block, district and state level for the successful implementation of all state and centrally sponsored schemes in the state.The Joint secretary appreciated work done by the state for formation of SHGs, VOs, CLF, capitalization and bank linkages.

Terming the paucity of staff as one of the major bottlenecks, the Joint Secretary asked the concerned to hire CRPs from other states to deploy them with local interpreters for massive public mobilization and their active involvement in availing these schemes.Emphasizing on the regular field visits to be conducted by the officers and concerned teams in their respective blocks, he instructed the officers to ensure proper monitoring and execution of Umeed scheme and its components at block and district level.He asserted on the strenuous efforts by the officials for the visible tangible results on the ground.At the outset, Mission Director JKSNRLM Abdul Rashid Var apprised the meeting that total 29046 women Self Help Groups were active in JK 6002 out of 2971 have been formed by July 2018-19 so far.Threadbare discussion was held on utilizing the services of SHG members as BC agents linked with CSC (community service centers) in unbanked areas.He further suggested that the Mission should get all the Village Organizations and cluster level federations registered under cooperative society Act.The Joint secretary was informed that there are 265501 Members of total 29046 SHGs are generating income through these groups, while as capitalization through department is Rs 115crore and credit linkage through bank is Rs. 156 crore.
