The Civil Services have pivotal role in the democratic set up for running the government efficiently and in an effective manner. This was stated by the Chief Minister Jai Ram Thakur on the occasion of 12th Civil Services Day and launching of New Initiatives here today. He also inaugurated the online registration portal for HIPA which will ease the process of making registration and nomination of trainees. The Department of Training through HIPA has developed the online portal with NIC as the technical agency for facilitating the trainees.The e-Newsletter named 'Fairlawn Updates' and new issue of HIPA Journal were also released by the Chief Minister on the occasion. He also released the compendium on RTI Act, 2005 and H.P. Public Services Guarantee Act, an initiative taken by the Department of Administration Reforms. HIPA has developed an Online Registration platform for trainees to map Digital Literacy of the officials who are handling the online services notified by the Department of Administration Reforms.

Shri Jai Ram Thakur said that the digital services would help departments to reduce footfall, delivering better services with transparency. He also exhorted the officers to work with dedication and missionary zeal and ensure that the work scheduled for today should not be postponed for tomorrow. He appreciated the new initiatives taken by HIPA to introduce the innovators from different fields and sectors who have contributed for the development of people and society and were nominated or awarded by the Government from time to time, for sharing their ideas and experiences of their extraordinary work, which would pave a step towards the incubation centre.Chief Minister also released report on District Governance Indices, Department of Administrative Reforms, HP initiative on the occasion.  

Secretary, Administrative Reforms, Dr. Purnima Chauhan while thanking the Chief Minister and others on the occasion explained that the report on H.P. District Governance Index 2017 has examined ten broad themes of governance, 26 focus subjects and 82 specific variables to arrive at the findings.  She said that this methodology will go a long way in assessing the quality of governance in the districts by examining the available data in about 50 aspects of governance and will be aggregated into a single scoring and ranking instrument.Chief Secretary Shri Vineet Chawdhry, Additional Chief Secretaries Dr. Shrikant Baldi, Smt. Manisha Nanda and Shri Anil Khachi, Secretary, Project Monitoring to Chief Minister Dr. R.N. Batta, Director, HIPA Shri C.P. Verma and other senior officers were also present on the occasion.
