Div Com reviews progress on CM's commitments for Pulwama

Divisional Commissioner Kashmir, Baseer Ahmad Khan today chaired a meeting to review the progress made, so far, on Chief Minister's decisions for district Pulwama.District Development Commissioner Pulwama, Ghulam Mohammad Dar briefed the Divisional Commissioner in detail about the action taken report on CM’s commitments which she had made to the general public during a public durbar held at Pulwama recently.The meeting was informed that out of 179 directions passed by Chief Minister in the district, 47 decisions were fully implemented, 11 decisions have been partially implemented and 99 decisions are under various phases of implementation and 32 decisions were dropped due to their non-feasibility.While taking sector wise detailed review of the decisions, Divisional Commissioner Kashmir was informed that in PHE out of total 23 decisions, 15 decisions were implemented and 6 decisions are under implementation.Briefing the meeting, Chief Engineer PHE informed that all the major commitments have been fulfilled which among others include providing tube wells for Ziyarat Shareef Awantipora, supply of water through pipes to Amirabad Tral, sinking of well at Reshipora, bringing of water from Dil Nag to KhankahFaizPannah Tral, repairing of Gulshanabad Rajpora Filtration Plant, and sinking of tube well at Puichal.Under R&B Sector, out of 32 decisions, 6 decisions have been fully implemented and 17 decisions are under implementation process which mainly includes the macadamization works, while as major decisions which have been fully implemented among others include Lajoora-Karewa, Pinglena-Gundipora, Pinglena-Ratnipora, Chakoora-Gulzarpora, the meeting was told.With regard to the construction of Community Hall at Pulwama, Divisional Commissioner was informed a DPR for Rs.7.95 crore has been framed and submitted to Planning Department for the release of funds.

With respect to RDD department, it was given out that out of 13 decisions 7 have been implemented which among others include beautification of springs, construction of playground, bathroom, repairing of lanes and by lanes at Chandgam and establishment of a sports stadium at Newa.It was given out that PDD has replaced conductor and poles at Banduna, provided electric transform at Takya Saifullah Pahoo and installed 250 KV transformer at Puchal, while as I&FC Department has constructed new flood control gate and flood protection bund at Naina and work on protection wall on Eidgah Pampore is under progress and will be completed within 15-days.With regard to up-gradation of Naina Hospital to SDH, the meeting was told that the proposal for creation of additional staff to make the NTPHC functional 24x7 has been submitted to Administrative Department along with a request to release Rs. 80.00 lakh as additionality for the purchase of additional equipment by Director Health.It was also said that land has already been identified at Chandgam Pulwama for the construction of separate Maternity hospital which is temporarily functioning in SDH Rajpora.With regard to the establishment of maternity hospital at Aripal Tral, it was given out that at Aripal SHC is functioning and recently the government has approved construction of new building for said institution.

The concerned health officials informed the meeting that Directorate of Health Services has released funds to the tune of Rs 2.5 Crore for procurement of C.T Scan for District Hospital Pulwama. It was further discussed that since the procuring of the said machine has got delayed the DDC requested the Div Com that if the funds will be placed at the disposal of DDC, the same machinery can be purchased from District level purchasing committee so that District Hospital may be augmented with CT scan machine at earliest.With respect to the construction of Dogripora and Reshipora bridges, the DDC apprised the house that the two bridges were taken up at an estimated cost of Rs.14.38 cores and Rs.10.94 crore respectively.  The meeting was informed that the work on Dogripora Bridge is in full swing and it is expected that this mega project will be completed by the current financial year.Regarding the extension of Fruit Mandi Pulwama, the Div Com was briefed that land acquisition proceedings have been completed.The Divisional Commissioner stressed on time-bound completion of all the CM's directions on priority. Calling for complete synergy between various Departments involved in infrastructure building, the Div Com stressed on strict adherence to timelines for completion of all on-going projects and accordingly set a deadline of March 31, 2018, for the completion of all the CM commitments which are under various phases of implementation.He asked the officers to keep a strict check on the quality of works, for which he directed the DDC to frame a monitoring team which should be tasked for the overall supervision of the various works being executed in the district.Chief Engineer PHE, I&FC, SE PDD, R&B, ADC Pulwama ACR, Pulwama, ACD Pulwama, Exens of PHE, PDD, R&B, CMO, District officers of Education, Social Welfare, Transport, Forest, Agriculture, District Youth Service & Sports, Sheep Husbandry, Labour, Horticulture, Fisheries, Industries, Tehsildars, BDOs, JKPCC, and other concerned departments were also present in the meeting.
