Chief Minister Jai Ram Thakur while presiding over meeting conducted for finalization of priorities of MLAs for annual plan 2018-19 stressed for timely completion of developmental schemes to avoid over-run of cost and time.He said that regular monitoring of schemes was required to be done in implementation stage.He emphasized that work should not be given to such contractors who compromise with the quality of work and linger on the projects. He also directed for utilization of budget well in time instead of surrendering it in the end of financial year.He said connectivity needs to be improved for promoting tourism and we need to find out the ways as how to go for the projects already sanctioned with enough budgetary provisions. We have adopted 'Drishti Patra' (Vision Document) of BJP as official document and we need to work upon the targets and policy framework to achieve overall development well in time.The MLAs of Kangra and Kinnaur, districts participated today in forenoon session.

MLA from Nurpur Assembly segment Shri Rakesh Pathania urged for taking immediate steps to stop supply of gravel from neighbouring Punjab State citing reasons that since the government had taken action against illegal mining in the inter-state border belt of Nurpur the illegal stock of gravel from neighbouring Punjab was being sold between Rs. 2500 to Rs. 3000 per tractor trolley thus making difficult to undertake developmental works. He said that action should be taken against those who have piled stock of river minerals and were supplying without any control.He also urged for shifting emergency ward of Civil Hospital Nurpur to the ground floor from third floor to facilitate serious patients and urged for upgrading Civil Hospital Nurpur to Zonal Hospital.He also sought financial assistance for the biggest Phinna Singh medium irrigation scheme which was to benefit 22 villages of the region. He said IPH needs to check leakages and plug the same or replace old water pipelines with new ones. He also stressed for changing the tedious formalities for setting up private bore wells. He also stressed the need for change in core networking pattern of PMGSY which was based on 2001 pattern. The villages with population of 100 should be brought under the ambit of PMGSY phase-III, he said. Chief Minister assured to take up the issue with Government of India in this regard.The MLA also sought action against few civil supply depot holders who sold PDS ration in open market atnd suggested that politically influential persons should not be given civil supplies depot. He also said that Panchayat Pradhans should not be allotted civil supplies depot.
MLA from Indora Smt. Reeta Devi complained about the worst condition of roads and channelization of Chhonch khad which creates havoc for few Panchayats during monsoon. She pleaded for providing drinking water facility in seven Panchayats of her constituency which were facing acute drinking water shortage. She also stressed for filling up the vacant posts of staff in schools and health institutions. The Chief Minister directed the IPH department to get surveyed the Panchayats facing water scarcity and directed that before onset of summer, the problems of the people of these Panchayats should be solved.MLA from Jawali Assembly segment Shri Arjun Singh complained of irregularities committed during the construction of Sidhatha medium irrigation scheme which though had been completed sans appropriate distribution of water channels. The Chief Minister ordered an inquiry to be conducted and said that the department should ensure plugging leakages not only in the distribution channels but in the main canal as well.Chief Minister asked the IPH officials to visit the site in person and report the government as soon as possible.The MLA sought an inquiry into the land which was taken for the purpose of setting up Beer plant industry about 22 years before but no such plant was visible till date. He also urged for ultrasound machine in Civil Hospital Jawali and filling up the vacant posts in health institutions. He also pleaded for solving the long pending issue of Pong Dam oustees.
MLA from Dehra Assembly constituency Shri Hoshiyar Singh advocated for setting up 'Snake Park' in his constituency. He said that since his Assembly segment was surrounded by rivers and rivulets there were more snakes in the area. The Anti-Venom Plant could be set up which will help in earning revenue to the State by selling anti-venom. He also suggested to set up safari area in his constituency along-with the river beds as an added attraction to the tourists.He asked for channelization of rivulets in Dehra and also improve the condition of roads and improvement of water supply schemes.MLA from Jwalamukhi Assembly segment Shri Ramesh Chand Dhawala raised the issue of transfer of Temple Trust Land of Shri Jwalamukhi Mata to health and other departments. He pleaded that around 17 kanals of temple trust land, which is non-transferable, was transferred by previous government in the name of hospital. He said that under National Rural Health Mission a big building was lying idle whereas the hospital was being run in 'Sarai' (inn) in Matri-Chhaya. The Chief Minister sought immediate report on this matter from Deputy Commissioner Kangra and report to Chief Minister office at the earliest.Shri Dhawala said that more check dams and water harvesting structures were required to meet the problem of water shortage on Gujarat pattern. He said that the water from these check dams could be lifted by a technique through solar energy system and used for irrigation purposes. He also urged for filling up technical posts in IPH and PWD departments. Besides, he also raised issue of khair felling in the area.
MLA from Jaisinghpur assembly constituency Ravinder Kumar urged for opening medical block office in Jaisinghpur. He also urged for 108 ambulance in his constituency which was shifted to Garli by Court orders. The Chief Minister assured that an alternate arrangement soon be made in this regard and issued necessary instructions to the officers of Health Department. MLA also urged that once or twice in a fortnight a gynecologist and a doctor should be assigned the duties in Civil Hospital Jaisinghpur so that patients of the area do not suffer.The MLA asked for converting Sandhol-Palampur via Timber road into State Road or Major District Roads (MDR).The MLA showed his concern towards illegal mining of river beds in his constituency by flouting the FCA rules. He also placed the matter pertaining to the work on an IPH Scheme of around Rs. 46 lakh to be constructed under Rural Infrastructure Development Fund (RIDF) in his constituency.MLA from Nagrota Bagwan assembly segment Arun Kumar (Kuka) requested for early completion of sewerage scheme of Nagrota Bagwan town. He said that the City Scan and MRI machines in Tanda Hospital were quite old enough and required to be replaced. He also asked for a trauma van or ambulance with ventilated facilities for Tanda hospital. He also asked for filling up the staff in Nagrota Bagwan hospital and said that the engineering college at Nagrota also lacked expert faculties. He suggested that the faculties could be invited on period basis or some other way so that students did not suffer.He also urged for additional funds for Government Degree College Baroh. The MLA also said that they were not getting the grants for urban local bodies as per recommendations of 14th Finance Commission and urged to take up the issue with Government of India. He also urged for early forest clearances for the roads in Changer area of his constituency.
MLA from Kangra assembly segment Pawan Kajal urged for filling up the vacant posts of doctors in Civil Hospital Kangra and advocated for equipping the civil hospitals in the district with x-ray and ultrasound machines. He demanded adequate funds to equip all the hospitals with latest equipments. He also urged for construction of college building at Mataur and Takipur besides school building of Government Senior Secondary School Salol.The MLA urged releasing a sum of Rs. 10 lakh to each of the MLA for construction of playground in each constituency as was proposed in the previous budget. He also advocated for replacing the defunct machinery particularly the pipes and the pump house machinery of irrigation projects in his constituency and also pleaded for seeking No Objection Certificate (NoC) from Government of India for construction of rail over bridge to pave the way for completion of Sakot bridge in his constituency.MLA from Palampur assembly constituency Ashish Butail urged for setting up Block Development Office in Palampur besides taking up the matter pertaining to construction of rail over-bridge across few crossing in his constituency. He said that the issue pertaining to the path through army cantonment area in Holta leading to Chandpur village be taken up the army authorities and Council for Scientific and Industrial Research (CSIR) Palampur. He said that since the army may close the only path leading to the village the only option left is to approach the CSIR to let the path pass through their land to facilitate the people of Chandpur. He also urged for early completion of parking in Palampur the work on which was hanging in limbo since past many years. He suggested to either rescind the work or re- tender to some other contractors.The MLA also advocated for lifting the ban on issue of permits to taxis particularly the maxi cabs to open more avenues of self employment to the youth of the area.
MLA from Kinnaur assembly constituency Jagat Singh Negi urged for constituting the Tribal Advisory Committee for taking up the issues of development. The MLA urged for enhancing the time period for FCA suspension for giving 'nautor' to the people. He said that as of now 15000 cases of 'nautor' were pending and more have been added. He said that since the FCA was open for tribal region of Himachal Pradesh from 2016 to 2018 a little time period is left for giving 'nautor'. He pleaded that the time period of FCA suspension be extended till 2019 so that the people could be given relief by way of 'nautor', He said that the Government should take up the issue with Central Government for releasing the budget under Border Area Development Programme (BADP) and pleaded that few villages which had been taken out of BADP on technical grounds may be included again as many developmental projects under BADP were under implementation in these villages.He also urged for material supply like cement, pipes and explosive to the PWD and IPH departments. He also said that all the departments have submitted detailed project reports (DPRs) completed in all respects to the Centre under 'Pradhan Mantri Sinchai Yojna' but have not received funds till date. He also urged for channelization of Baspa river posing threat to few villages during floods. He also suggested to include the tribal areas of Kinnaur, Kaza, Lahaul-Spiti, Pangi and Bharmour under UDAN regional connectivity scheme of Government of India.The MLA suggested that the contractors on job should only be given two tenders at a time and should be thought of giving the work for the third time only after complete satisfaction of the works completed by them. Food and Civil Supplies Minister Shri Kishan Kapoor, Health Minister Shri Vipin Singh Parmar and Industries Minister Shri Bikram Singh also attended the meeting and gave their valuable suggestions. Chief Secretary Shri Vineet Chawdhry, Additional Chief Secretary Finance Dr. Shrikant Baldi, senior officers of State Government were also present in the meeting.
