Several members took part in the Discussion on Demands of Grants for Discussion on Demands for Grants for Disaster Management, Relief Rehabilitation & Reconstruction and Floriculture Departments in Legislative Assembly today.Initiating the Discussion, Ravinder Raina appreciated the Minister for streamlining the functioning of the Departments under his control from the date he assumed the charge. He advocated for justice to Refugees living in Jammu by providing them compensation as announced by Prime Minister Narendra Modi besides taking steps for their permanent rehabilitation. He demanded early release of compensation for 2014 flood victims of the State including Nowshera Constituency and 2016 floods. He also pleaded for providing every possible help to the people living in border areas who affected due to cross border shelling.Shamim Firdous apprised the government faced by the 2014 flood victims in her constituency and demanded for immediate distribution of relief among the flood victims of 2014 who have not received the 2nd instalment besides urging the government to provide relief to the fire victims.

Usman Abdul Majid stressed for streamlining of Disaster Management & Rehabilitation and Reconstruction Department’s functioning. He demanded for immediate release of compensation to 2014 Flood victims of Bandipora Constituency. He demanded return of Kashmiri Pandits and urged government to ensure a conducive atmosphere for their return. He urged the government to use the Local area Development of Kishenganga Hydroelectric Power Project (KHEP) for the development the areas affected by the project and also urged the government to rehabilitate the affected families besides providing pending compensation to the families.

Noor Mohammad Sheikh urged the government to start dredging process of Hokersar and Wullar to increase the capacity of these water bodies so that floods are avoided in future. He also called for coordination among different departments including Irrigation and Flood Control and Disaster Management to ensure better Flood Control mechanism besides preparing for any natural calamity in future. He also urged the government to maintain cleanliness in. Bashir Ahmad Dar said the Kupwara district was also hit by 2014 floods and urged the government to provide relief to victims who have not received flood that time. He also urged the government to learn lessons from past experiences to plug the loopholes so that we are better prepared in future to deal with natural calamities.Pawan Gupta demanded compensation to the victims of Hail storm in his constituency besides reconstruction of infrastructure damaged in 2014 floods. He urged the government for the permanent settlement of Kashmiri Pandits. He also urged government to start construction of amusement park in Udhampur at earliest as land has been transferred to the department.Mohammad Akbar Lone recalled the floods of 50’s and said the then government  provided sufficient relief to every victim besides rehabilitating the victims despite the state having limited resources at that time and urged the government to provide relief to the orchardists  whose orchards were damaged during floods in Sonawari constituency. He urged the government to upgrade the park at Manasbal managed by Floriculture department.Krishen Lal Bhagat raised the issue of the damage caused to human lives and livestock owing to cross border firing  and urged government to  provide relief to these victims at earliest and also urged the government to  those victims also in the provision of relief who are affected by lightening and cloud bursts especially in upper reaches of the state.

Choudhary Mohammad Akram demanded for sanctioning of plots for those whose houses were damaged due to heavy rains in his Constituency and also urged for early release of compensation to the people living nearer to the border areas affected due to cross border shelling. Javid Hassan Beigh stressed for strengthening of Disaster Management and Relief Rehabilitation department.  2005 earthquake and 2014 flood victims.Sukhnandan Kumar raised issue of cross firing and demanded to have a Bullet proof vehicle to every police station near border areas so that these vehicles can be used to evacuate injured people during border shelling besides providing one Fire tender in every such volatile areas.M Y Tarigami said the house is the place where we need to find solutions to the problems faced by the state since 1947 with regard to the refugees and internally displaced people. He called for permanent resolution of these issues which is beyond providing relief and rehabilitation.Abdul Majid Larmi also urged the government to provide compensation to the 2014 flood victims whose houses were permanently or partially damaged besides providing relief to traders, farmers and orchardists who have not been given compensation so far. He also urged the government to provide the pending liabilities under SDRF to the people who worked to plug breaches on rivers at various places.Mumtaz Ahmad Khan said many people die owing to frequent landslides in Kandi belts, attacks by wild animals and other calamities faced by rural people and don not receive compensation. He urged the minister to have a provision for providing compensation to such people facing area specific disasters.Raja Manzoor urges government to train local people in far off places including border areas so that they help at the time disasters as these areas remain cut off most of the times and it is difficult that rescue teams reach on time.Altaf Ahmad Wani urges government to provide relief to the people who have not received or have received a certain amount. He also urged to have a one-time settlement of Kashmiri migrants. 

He also urged to strengthen Disaster Management system and also demanded to develop the floriculture as an industry as it has a potential to provide employment to the people in Kashmir. He said despite having a suitable environment, the state has to import flowers from other states when needed.Syed Farooq Ahmad Andrabi demanded for compensation to livestock losses of Kaprin area of Dooru Constituency. He called for constituting of Establishment of Vibrant Disaster Management and asked the government for engaging of consultants, scientists and experts in the Management so as to ensure efficiency in the Department.Mohammad Amin Bhat demanded for early release of pending compensation to the victims of 2014 floods in his Constituency. He also advocated for release of relief to the farmers whose fruits damaged due to natural calamity and fire victims, establishment of Flower Nurseries in Devsar Constituency and also advocated for increase of the allowances and ration etc for Kashmiri migrants.Daleep Singh Parihar appreciated the Minister for streamlining the functioning of Relief, Rehabilitation and Disaster Management Departments. He demanded for enhancing of compensation up to Rs 5 lakh to the fire victims and developing of Parks in his Constituency.Sheikh Ishfaq Jabbar demanded for developing of Golf Course, Floating Gardens, Rock Garden, Picnic Spot and Children Park in district Ganderbal. He called for taking measures to strengthening the Disaster Management at District level with the necessary equipments and manpower to meet out any type of natural calamity.
