4 Private Members’ Resolutions moved in LC

1 withdrawn, 3 turned down by voice vote

Four private members resolutions were today moved in the Legislative council of which one was withdrawn by following the satisfactory reply by the concerned minister, while three others were defeated by voice vote.Earlier, Saif-ud-Din Bhat moved resolution calling upon the House “to resolve that more emphasis be placed on development works in the villages being backbone of the economy of the state to ensure equal development of rural areas and to change the outlook of the villages as per changing scenario of the world”.After satisfactory reply by the Minister for Rural Development Department and allied departments, Abdul Haq Khan, the member withdrew the resolution.Qaiser Jamsheed Lone moved resolution requesting the House “To resolve that SRO-202, dated 30-06-2015 (J&K Special Recruitment Rules, 2015) be revoked”.

he minister for Public works department, Naeem Akhtar  replied and requested the member to withdraw the resolution. However  the member pressed the resolution,  but it was turned down after voice vote.Dr Shehnaz Ganai moved the resolution while appealing that “The August House resolve and urge upon the Government to construct double lane and all weather 78 Kms, Poonch-Mandi-Loran-Bhasamgali-Tangmarg Road, under mega Projects with special budgetary provisions in a time bound manner, as this road serve as an alternate link between Pir Panchal and Kashmir valley for the people living in Pir Panchal region and would act as an artery for economic development of the region and also prove strategically significant”.Responding to the issues raised n the resolution,   the Public Works Minister, Naeem Akhtar said that Government was committed to connect every nook and corner of the state through a wide range of road connectivity approach. He said that government was committed to resolve the issue being raised by the members in the house.

However, the member pressed for adoption of resolution in the house which was turned down by voice vote. Surinder Choudhary moved a resolution in the upper house stating that “The House resolves to start a special recruitmnt drive for unemployed youth of Border areas who are facing brunt of hostile conditions”.Minister for Agriculture Production, Ghulam Nabi Lone while responding to the issue raised, said that for recruitments at the level of Sub inspectors and constables the police department has switched over technology driven process which envisages, inter-alia, conduct of Physical Standard Test (PST) and Physical Endurance Test (PET) on scientific lines.The Minister said that there was no proposal to conduct any special police recruitment drive in border areas of the state. He further said that ministry of Home Affairs, GoI accorded sanction for raising of 5 IR battalions in which 60% posts of constables were kept reserved for border districts of the state.He also said that out of allotted quota of 2605 posts earmarked,   2491 candidates were selected from border districts of the state.
