Several members took part in the Discussion on Demands of Grants for Discussion on Demands for Grants for Health and Medical Education Department in Legislative Assembly today.Initiating the discussion, Mian Altaf Ahmad urged the government to shun the policy of having ‘in-charge’ and ‘additional charges’ system for many posts in the Department and asked the government for bringing improvement in the health and education sector on ground.He also advocated for filling up of vacant posts of Doctors especially in Udhampur and Poonch districts. He demanded for early functioning of Maternity Centre Kangan, establishment of Regional Training Centre at Ganderbal and speeding up of pace of construction work on all ongoing hospital buildings.Vikar Rasool Wani appreciated the GoI for sanctioning of two AIIMS for the state and asked the government for expediting the pace of construction work on these projects. He also hailed the former Chief Minister Ghulam Nabi Azad for opening of five medical colleges in the State and demanded liberal funding under Health and Medical Education sectors. Vikar urged the government for formulating of comprehensive policy for regularization of National Health Mission (NHM) employees and also pleaded for early functioning of New Type Primary Health Centres in Banihal Constituency.

Choudhary Qamar Hussain demanded for opening of new health centres, trauma hospital and providing of adequate medical and paramedic staff in all existing health institutions in his Constituency.Choudhary Sukhnandan Kumar urged the government to ensure Senior Doctors in existing health institutions of Marh Constituency keeping in view cross-border shelling and also advocated for posting of Doctors in Sub-District Hospital in his constituency.Mubarak Gul called for comprehensive policy of Medical students selected on the category basis like RBA for their posting in the services of the State of Jammu and Kashmir Government.  He also called for comprehensive drug policy in the state and demanded for proper checking of medicines. He asked for establishment of Mother and Child Care Hospitals in each district to ease the rush in the present Lal Ded Hospital and setting up of Eye Hospital.Pawan Gupta called for strengthening staff and infrastructure of GMC Jammu besides providing various new machines including X-ray machines and Pet -Scan to the College besides filling the vacant posts in the department. He demanded expedition of the work for the up-gradation, establishment of a Trauma hospital and Child and Mother Care Hospital and Providing Dialysis machine in Udhampur.He urged the government provide maximum possible facilities to the sub district and district hospitals so that rush in the Jammu hospitals is minimized.Mohammad Yousuf Bhat informed the house about the dilapidated condition of health care in Shopian district and urged the government to strengthen the   hospitals of the district.

Mohammad Amin Bhat said the state is lagging far behind in the health sector and urged the government to lay focus on the healthcare system of the state and take steps to improve it. He demanded up-gradation of PHC Devsar, providing free medicines in hospitals to poor and needy, installing central heating system in emergency hospital of his district, establishment of blood bank, availability of sufficient staff and roper arrangement of doctors and paramedic staff in Trauma Hospital Qazigund.Dina Nath Bhagat demanded to provide sufficient staff especially doctors to the hospitals of his constituency besides providing ambulances to the medical centres in rural areas.Abid Hussain Ansari demanded digital X-ray machine for PHC Zadibal, ambulances to PHCs, providing sufficient staff for PHCs and renovation and up-gradation of Leper Hospital in his constituency, early completion of Maternity hospital at Zadibal.Mohammad Akbar Lone urged the government to expedite work on the construction of medical centres at Madwan and Tregam villages of his constituency besides completing Hajin Hospital. He also demanded establishment of blood bank in hospital of his constituency, filling of vacant posts and establishment of AMT School in Hajin.

Choudhary Mohammad Akram also complained about the shortage of medical and paramedic staff in the Healthcare institutions of his constituency. He urged the government to make the CT-Scan functional in the hospital of his constituency by appointing a technical person in the hospital to operate the machine. He also called for up-gradation of health centres, rationalizing the staff in these institutions and up-gradation of various Sub Centres and PHCs  Rajiv Sharma also complained about staff shortage in healthcare institutions and demanded filling up of vacant posts at earliest to rationalize the staff of these institutes besides, distribution of free drugs to the poor patients in hospitals and completion of various under-construction hospital buildings in his constituency.Ali Mohammad Sagar asked the government to clear liabilities pending in construction of various hospitals in the state. He identified some of the problems faced by patients in Super Speciality Hospital Jammu and urged the government to look into the matter. He called for a blanket ban on private practice and urged the government to streamline the functioning of SKIMS.  He urged the government to strengthen some of the important institutions of the state including GMC Jammu, SMHS, and SKIMS.

Javid Hussain Beigh urged the government to maintain cleanliness and proper sanitation in government hospitals and checking the availability of sub-standard and even fake drugs in the market and urged to take strict action against the culprits. He demanded up-gradation of hospitals and rationalization of staff besides filling the vacant posts so that the burden on existing staff is reduced.Usman Abdul Majid urged the government to commission the District Hospital Building in Bandipora at earliest. He said there are space constraints in the existing sub district hospital building and urged the Minister to take up the issue with concerned to provide sufficient funding to the department to fill vacancies.  He also demanded to provide staff to ANMT School Nusu, fencing of ANMT School,   introducing laparoscopic operation facility in SDH Bandipora.Krishan Lal said the ‘health is wealth’ has turned into ‘health needs wealth’ as the healthcare is becoming expensive nowadays and urged the government to provide free drugs to the poor patients. He also demanded ambulances to several areas of his constituency to ferry the patients of far flung areas to nearest health centres besides establishment of Emergency hospital at Khud block in his constituency as the cross border shelling leads to civilian causalities in the area.

Sheikh Ishfaq Jabbar asked for making Unani College Nawabagh, District hospital Ganderbal functional at earliest besides creation of posts for district hospital and filling up of other vacant posts in other hospitals of the constituency.He also demanded to make dialysis machines functional in Ganderbal hospitals to reduce the dependence on city hospitals and also demanded regularization of orderlies engaged in district Ganderbal in 2014 who are discharging their duties at various NTPHC/NTSC of the district.Bashir Ahmad Dar urged the government to check the illegal practices in healthcare sector including private practices, availability of fake and sub-standard drugs etc. He demanded a critical care ambulance, up-gradation of Kupwara District Hospital, strengthening of staff, initiating construction work on Tertiary-care cancer unit in Kupwara,G M Saroori asked the government to provide staff especially Medical Assistants to the newly established sub centres, providing ambulances to various PHCs and Sub Centres, posting of doctors in various healthcare institutions, regularization polcy for NHM, SBM, ASHA workers, HDF Paid workers in the state.Dr Davinder Maniyal urged the government to release funds for the completion of PHC building and demanded establishment of blood bank, dental chair and other equipments. He thanked the government for providing Critical Care ambulance and X-Ray machine to Samba hospital. He also demanded additional staff for the Samba hospital as the hospital witness huge rush of patients.

Shah Mohammad Tantray demanded posting of staff including doctors and medical assistants in hospitals of his constituency besides providing dialysis machine oxygen plant, CT-Scan machines for sub district hospital besides sanctioning project for establishment canteen. He also urged the government to enhance honorarium of PDS workers.Altaf Ahmad Wani demanded up-gradation of PHC to SDH at PHC Aishmuqam, PHC Sallar, PHC Pahalgam and PHC Srigufwara besides opening of new ADs in Pahalgam. He also demanded filling vacant posts as there is dearth of doctors and other para-medic staff across the state thus affecting the healthcare facilities in the state.  He also urges the government to provide facilities to the hospitals to tackle swine flu patients.Asgar Ali Karbalai urged the government to upgrade the District Hospital Kargil as the area remains cut -off from the rest of state for more than six months so that the hospital can tackle the situation during  winters. He said there are 106 posts of doctors vacant in Kargil CHC, PHC, SDH and also urged government to provide central heating system to the Kargil hospitals keeping in view of the weather condition of the area.RS Pathania appealed the government to upgrade the existing staff of the department of Health and urged the government to take steps to ensure that the doctors serve in their own villages so that that his own people are benefitted.

Abdul Majid Padder urged the government to fill vacant posts of medical staff including doctors and para-medic staff in his constituency and urged the government to make the department more accountable and streamlining the functioning of the department, He also demanded up-gradation of infrastructure of 18 sub centres and three PHCs of his constituency besides installing digital X-ray plant and Ambulances to the hospital of the state.

RS Pathania also complained of the shortage of doctors and other paramedic staff. He demanded posting of a Radiologist in Doda District hospital, creation of posts in trauma centre Doda and 3 Ambulances in district hospital.Abdul Majid Larmi also raised the issue of severe shortage of doctors in hospitals and urged the government to take a long term plans to ensure this issue is resolved. He suggested the government to have a legislation to keep check on brain drain as doctor’s study in the Medical colleges of the state and then serve the people in other countries. He urged the government to fill the vacant posts in his constituency besides upgrading the existing infrastructure. He also urged for liberal funding under NHM to the Kashmir valley besides taking steps to regularize the NHM employees.Raja Manzoor also raised the issue of healthcare institutions and appealed for upgrading healthcare facilities in Karnah constituency as it remains cut off from the valley for most of the time. He also demanded filling up of vacant posts in hospitals and more ambulances in these institutions besides incentivizing the rural postings.Abdul Rahim Rather demanded a critical care ambulance for Kokernag hospital, completion of pending infrastructural projects in SKIMS and up-gradation of healthcare institutes in his constituency besides filling of vacant posts by cancelling the attachment of six doctors of the constituency who have been posted in other areas.Syed Farooq Andrabi said that there is only one PHC for 27 habitations of Kapran area of his constituency having one medical officer. He urged the government to upgrade these PHCs and Sub Centres besides making free drugs available in every health centres of the state. He also demanded CT-Scan and digital X-ray for Dooru hospital.
