Virbhadra Singh, Chief Minister said that State Government has adopted Election Manifesto of Congress Party as Policy Document to fulfill the promises made during recently concluded Vidhan Sabha elections and  to accelerate pace of development  so as to benefit every section of the society. Chief Minister said this while talking to media persons at Vidhan Sabha complex at Dharamshala today.Chief Minister said that equal and balanced development of the State was the priority of Congress Government and Congress had always given added priority to development of district Kangra after the re-organization of Punjab. He said that many important institutions and offices were opened in Kangra during  previous Congress Governments regime and Dharamshala has emerged as an important town and had become  undeclared  second capital of the State. He said that session of Vidhan Sabha in Dharamshala was held during his previous tenure and Vidhan Sabha complex was constructed here. Shri Virbhadra Singh said that air services were not available in the State for the past few months which had affected the tourism sector. He had taken up this matter with Prime Minister and Civil Aviation Ministry so that  air services in the State could be restored at the earliest. Answering to a question on formation of districts, he said that in his opinion new districts and sub pisions should not be formed just for the sake of vote politics. He said that a Commission should be formed to look into the requirements so that appropriate decision could be taken. Replying to  another question, Chief Minister said that impartial inquiry in corruption cases and irregularities would be conducted so that guilty were punished as per rule of law. He said that complaints regarding allotment of land to Swami Ramdev, Shri Prashant Bhushan and others had been received and action would be taken according to the law. Shri Virbhadra Singh said that there was no dispute in Congress Party for the post of Vidhan Sabha Speaker and news items appeared in this regard in some section of the press were baseless and far from the facts. He said that it was unanimously decided to propose the name of Shri Brij Behari Lal Butail as Speaker and  Vidhan Sabha Deputy Speaker would be elected during Budget Session. Replying to a question regarding surrender of Shri Ram Kumar, Congress MLA at Panchkula Court, he said that Shri Ram Kumar should have surrendered earlier and now he should cooperate  with the Police in this matter.
