District administration Rajouri awards Rs 19.63 cr land compensation, settles 254 cases

District Administration, Rajouri conducted a comprehensive review of projects involving land compensation, acquisition, disputes and other land related issues. An amount of Rs 19.63 Cr was also approved for compensation to land owners.In the meeting chaired by Deputy Commissioner, Dr. Shahid Iqbal Choudhary and attended by Collectors Land Acquisition (CLAs), heads of departments and concerned district and sectoral officers, more than 250 cases were taken up for discussion in order to ensure time-bound completion of projects and removal of impediments apart from payment of land compensation in a time-bound manner.It was decided that CLAs will pay an amount of Rs 19.63 Cr to land owners latest by 31st December 2017 which includes Rs 9.05 Cr by SDM Koteranka, Rs 5 Cr by SDM Tahanamandi, Rs 70 Lakh by SDM Kalakote and Rs 4.93 Cr by Asstt Commissioner Revenue. Meanwhile, Asstt Commissioner Revenue has been directed to clear all rental claims during said period. Collectors will hold camps to handover bank invoices for online transfer.The meeting also took up 122 land acquisition cases and 132 cases involving land disputes. After threadbare discussion timelines were fixed for action by departments including Revenue, indenting departments and executing agencies. The committee discussed and decided time-frame for 20 cases in Nowshera, 25 in Sunderbani, 15 in Kalakote, 18 in Thanamandi , 27 in Rajorui/Manjakote and 17 in Koteranka.

Meanwhile, 44 cases of PWD, 40 of education, 15 of health and one each of Employment, Animal husbandry, Handlooms, Power, Fisheries, Accounts and Excise were discussed for resolution to fast-track pending projects. Apart from this 14 cases of Health and PHE regarding employment were also discussed. It was also informed that Collectors have disbursed more than Rs 8 Cr land compensation in last six months which includes mostly projects of PWD and PMGSY. Departments were informed about responsibility of officials being fixed in cases of project delays, undue cost escalation, failure for updation of revenue records, delays in authentication of papers, verifications and other aspects related to land acquisition and completion of projects. Weekly and fortnightly targets have been fixed for collectors, indenting departments and executing agencies till 31st December which will be reflected in their performance appraisal.It was also decided that a Mini Secretariat project delayed due to land issue will be expedited and all offices awaiting construction will be included in revised DPR as a common project instead of randomly located constructions.
