SIC Sought Written Submissions From Punjab Police & Vigilance For No Action On RTI Complaint For P.S.T.E.T.

The Mr. S.S. Channy, Chief Information Commissioner (CIC) of the State Information Commission, Punjab has ordered the PIOs of the office of DGP Punjab, SSP Patiala and SSP Vigilance Bureau, Patiala Range as necessary respondents/parties to make written submissions on the next date of hearing stating clearly as to how they had dealt with the case related to RTI about PSTET and also let the commission know the present status/fate of the case, while hearing an appeal filed under RTI Act by Advocate Ranjit Singh of Patiala.Disclosing this here today, an official spokesperson of commission said that an appeal was filed to seek a copy of inquiry report on complaint of Baljit Singh against Balwinder Singh s/o Ran Singh, r/o VPO Dhindsa, District Sangrur, who is working as Government teacher in Government School, Village Shadihari of district Sangrur.In his complaint, Baljit Singh stated, "I am an educated unemployed man having qualification B.A. (Art & Craft) & ETT and is known to the Balwinder Singh personally since long. 

Balwinder Singh was aware of the fact that I was going to appear in PSTET, which was to be held on 24th August, 2014. Therefore, Balwinder Singh induced me that he had good links with higher officers of department of SCERT and he could get him passed in the examination. For this purpose, Balwinder Singh demanded an amount of Rs.1,50,000 for supplying  papers with correct answer. I and my family members arranged an amount of Rs.1,50,000. On 22nd August, 2014, Balwinder Singh along with one person namely Gurpinder Singh alias Garry came to my house. In the presence of my family members and Mr. Anil Gupta s/o Dev Narayan Gupta r/o Patiala, I had given Rs.1,50,000 to Balwinder Singh and Gurpinder Singh in cash.  They assured that in case the paper was leaked/cancelled or they did not get him passed  in the examination, then they would return the whole amount to him. And very next day, Balwinder Singh sent scanned photocopies of question paper to me through e-mail on which answers were ticked by him. But question paper was incomplete and the answers were incorrect. 

After declaration of the result, I didn't get through. So, on 10th October, 2014, I had requested through e-mail to the accused to refund my money." Baljit Singh alleged that later the accused flatly refused to return the whole amount and threatened him to eliminate him if he demanded the amount as they were influential persons.The Spokesperson further said that the appellant has also sent a copy of leaked question paper to the Commission.During the hearing, the CIC Mr. Channy said that, "a perusal of the case file reveals that prima facie it is a very serious matter and is noted with concern that no sincere action has been initiated by the concerned authorities so far as this complaint is not being attended to by any of the PIOs, who are just passing the buck. I am forced to implead the PIOs of office of DGP Punjab, SSP Patiala and SSP Vigilance Bureau, Patiala Range as necessary respondents/parties and they are directed to make written submissions on the next date of hearing depicting clearly as to how they have dealt with the case and also let the commission know the status/fate of the case."
