IPS inductions hostage to seniority litigations of DySPs

All eyes on Home deptt’s follow up on litigations

After the recent approval of the cabinet subcommittee recommendation on KPS cadre review by the state cabinet which met on June 7 the home department is tasked with job of notifying the final seniority of Dy SPs’ as it stood on 1/7/1999 to clear decks for early inductions of the state police service officers into IPS.With the clearing of KPS cadre by the state Government all eyes are now focused on the follow up action by the Home Deptt looking after the affairs of the state Police services . A top State Police Service Officers said “as the seniority issue has got messed up due subjective interpretation of Rules by a former Special Secretary of the Home Department now holding a key position in the Chief Minister’s secretariat, the subjective interpretation of rules consequently gave a severe blow to the prospects of promotion of State Police Service Officers to the IPS and resultantly 50 slots are lying vacant for the last 6 years”.

“As of now police officers, both serving & retired whose promotion prospects have been affected since 2010 onwards, due to finalization of seniority in the rank of DySPs due to a host of litigations in the state High Court at both Jammu & Srinagar benches”, said the officer. He said “to carry out the long due inductions of state police services into IPS it has become imperative for the Principle Secy Home & DGP to fast track the process of litigations so that the long due Inductions are carried out, as this process has to go through a number of stages both at State Govt & GOI level”.A group of state police officers on conditions of anonymity told KNS “the Home Department has received an advisory on interpretation & applicability of Rules regarding fixation of seniority and now all hopes are pinned on the top officials of the Home Department looking after the issues of litigation on seniority. It is the home department which has to take further action in notifying the final seniority of DySP's as it stood on 1/7/1999, which will pave the way for induction of state police service officers into IPS besides regularization of promotes many of whom have retired in a lower rank. It will also clear the way for promotion of officers to the selection grades as envisaged in the new cadre of JKPS for the serving officers”. (KNS)
