The Public Undertakings Committee (PUC) of the Legislative Assembly today directed the authorities of the Jammu and Kashmir Project Construction Corporation Ltd (JKPCC) to improve work culture of the Corporation and update the relevant rules, terms and conditions to make the Corporation vibrant and proactive in its functioning.The directions were given by the Chairman of the Committee Sat Paul Sharma while chairing the Committee’s meeting convened to discuss different Audit Paras and action report of the JKPCC here today.Legislators, Mohammad Khalil Bandh, Engineer Abdul Rashid, Abdul Majid Larmi, Rajesh Gupta, Rajeev Gupta and Raja Manzoor Ahmad Khan attended the meeting.Accountant General (Audit) H. Abbas, Commissioner Secretary PWD Sanjeev Verma, Secretary Legislative Assembly Mulk Raj Singh, Deputy Accountant General D. D. Verma, Managing Director JKPCC Dilip Thusoo, Director Finance PWD G. M. Khan, besides, senior officers of various Departments and Assembly Secretariat were also present in the meeting.

The Committee discussed thre adbare issues raised by the office of Accountant General in Audit Paras in 2012 and the subsequent reply of the Corporation. The Committee expresses its anguish over the fact the no action taken report (ATP) has been submitted the Government as well as to the AG’s Office from 2014 onwards.Role of the JKPCC was termed as significant in public service delivery as it executes major works of infrastructure development in health, education and R&B sectors. The Committee members said that the Corporation has a huge potential in augmenting infra and can become a major job provider in the State provided its functioning is fine tuned to the market requirements.During the meeting, the legislators also gave various suggestions to improve the functioning of the Corporation.The Committee directed the Managing Director JKPCC to prepare reply of all the Audit Paras afresh and get them checked by the Commissioner/Secretary, PWD, before forwarding to the concerned quarters. He was further directed to ensure that the reply to each point should be specific and without any confusion.
