Minister for Health Bali Bhagat, today said the government has taken tangible steps to enforce prescription of standard quality drugs by their generic names and not by brand names as part of the move to bust the possible nexus between the poly pharmacy and doctors."The government has already asked doctors to prescribe only drugs by their generic names and to check the compliance to these directions a committee has been constituted for prescription audit twice a year,” the Minister told the Legislative Council in reply to a question by Mohammad Khursheed Alam.The Minister said the government has introduced 3-leaf prescription form, of which, the original slip will be given to the patient, the second to the pharmacy and the third will be kept for hospital records so that the audit team can cross-check the record later.Bali Bhagat said the doctors have been asked to write prescriptions in legible capital letters with signature, name and designation at bottom of the prescription slip.

Firstly, the medicines would be prescribed to the patients out of available drugs as part of the government supplies in the respective health institutions, he added. He said the doctor in no case shall ask a patient to get medicine from the market which is available in the health institution under Free Drug Policy.Legislators Ramesh Arora and Firdous Ahmad Tak raised supplementary questions to the main question.Process for regularization of daily-rated workers to begin next FY: Dr DrabuMinister for Finance, Dr Haseeb Drabu today said the process of regularization of casual workers of various categories will start from next financial year in terms of the set guidelines and criteria.Replying to a clubbed question by Ashok Khajuria and Master Noor Hussain in the upper house, Dr Drabu said to begin with, the regularization, of such contractual workers, who have given their land to the government on the promise of a government job and have been left out will be taken up through a process of documentation and verification to be done by General Administration Department (GAD).

The Minister said for the remaining categories, a committee, under the chairmanship of Chief Secretary is currently engaged in working out various options for regularization of daily rated workers. He said during the course of the year, the government would set out a policy with timelines for absorbing these people.Dr Drabu said policy enshrined in SRO-64 of 1994 for regularization of daily rated workers/work-charged employees engaged prior to cut off date of January 31, 1994 is already in place from the date of issuance of the SRO-64. He said the empowerment committee is meeting at regular intervals and will continue to meet till last one of the daily rated worker, eligible and registered with the Finance Department is cleared for regularization, if eligible, in terms of the Act.The Minister said that employees appointed on adhoc, contractual and consolidated basis prior to 28 April 2010 are recommended for regularization in terms of J&K Civil Services Act 2010 by the Empowered Committee constituted for the purpose.The Minister said that 57402 DRWs, Work Charged Employees have been cleared for regularization working in various departments. He said norms laid down in SRO-64 for regularization of DRWs are to be followed strictly by the concerned administrative departments to which the DRW belongs.
