FC Agriculture reviews implementation of CSS

Financial Commissioner, Agriculture Production Department, Pramod Jain today chaired an  interdepartmental meeting to review the implementation of various Centrally Sponsored Schemes (CSS) in the State.Director Agriculture Jammu A K Malhotra, Director Command Area Manisha Sharma, Director Sericulture Dr Malik Farooq, Director Planning APD H R Bhagat, Director Horticulture Jammu Bhawani Rakwal, Director Fisheries, Senior officers from Forest Department, SKUAST Jammu, Horticulture Planning & Marketing, Animal Husbandry, Sheep Husbandry and allied wings attended the meeting.Concerned officers from Kashmir division participated in the meeting through video conferencing.The various Centrally Sponsored Schemes (CSS) which were reviewed included Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), National Mission on Sustainable Agriculture (NMSA), Rashtriya Krishi Vikas Yojana (RKVY), Sub-Mission on Agriculture Mechanization (SMAM), National Mission on Agriculture Extension and Technology (NMAET), National Food Security Mission (NFSM), National Mission on Oilseed & Oil Palm (NMOOP), National e-Governance Plan for Agriculture (NeGPA), Integrated Scheme for Development of Sericulture Industry etc.Mr Jain impressed upon all the executing officers to remain abreast with the procedures or standard methodology to be adopted for implementation of the Centrally Sponsored Schemes. 

He also stressed on better synergy among the concerned agencies for speedy and effective implementation of the schemes. He added that the timeline as envisaged in the guidelines has to be strictly adhered to by all the implementing agencies so that the work does not suffer due to slow progress on part of a particular implementing Department.He further stressed that quality standards of work should be maintained and all the reports particularly MPRs, QPRs and Audited Utilization Certificates (AUC) should be submitted as per the standard format devised by the concerned monitoring agencies. It was also stressed that the implementing agencies should get ready for Direct Benefit Transfer Scheme (DBT) by digitization of beneficiary database with Adhaar, mobile numbers and bank accounts for schemes involving cash transfer from the next financial year. All the executing Departments have been directed to  submit their audited UCs and progress reports under all  schemes by the January 20th  so that claim for release of second installment under Centrally Sponsored Schemes can be projected to the appropriate quarters. In addition to this, Financial Commissioner also reviewed the progress made under NABARD projects (RIDF-loan) and Special Task Force projects.
